Samara plans to develop another recreation area along the Volga River, located in the Oktyabrsky District. The proposal was discussed in a meeting between deputies, the administration, and a residents« initiative group.

«A discussion was held on the pre-project plan to create a recreation zone where emergency buildings were demolished on Sovetskoy Armii Street. The plan involves establishing a green park or square with a viewing platform, fountain, children»s playground, rest areas, and car parking. Additionally, as requested by residents, there will be equipped access to the Volga River,« the Samara city hall reported.

According to the administration, the land plot planned for development covers about 1.5 hectares. In 2026, five emergency buildings—numbers 260, 276, 278, 280, and 288 on Sovetskoy Armii Street—will be demolished. These houses are located near the Dacha of merchant Golovkin, popularly known as the Dacha with Elephants, a historic estate with elephant statues.

The need to develop this area has been under discussion for several years. For instance, in May 2023, the city hall stated its intention to clear a parcel of land bounded by Sovetskoy Armii, Tretya Prosek, and Chetvertaya Prosek streets of apartment buildings. At that time, as part of a comprehensive development program, houses at 260, 276, 278, 280, 284, and 288 Sovetskoy Armii were slated for demolition.
