Domodedovo Airport auction fails; only bidder from Chechnya

An auction to sell Moscow's Domodedovo Airport has collapsed after only one bidder, a businessman from Chechnya, submitted an application that failed to meet the requirements.

Moscow«s Domodedovo Airport, which was put up for auction on January 12, could not be sold. The reason is that only one candidate bid on the lot, and his application did not meet the auction requirements. Recall that the starting price for the air hub was 132 billion rubles (approximately $1.32 billion at current rates).

The entrepreneur who wanted to buy the nationalized airport has an aptly named surname — Evgeny Bogaty. According to data from the Unified State Register of Legal Entities (EGRUL), his individual entrepreneurship was registered in the village of Beno-Yurt in the Chechen Republic in 2023. The businessman is involved in computer technology consulting, building construction, trading via internet auctions, and more. He submitted his application the day after the announcement was published.

What Evgeny Bogaty Does

In addition, as discovered by MSK1.RU, Evgeny Bogaty is listed as the director of two Moscow companies. The first is LLC «Antares Global,» registered in 2023. The company«s main activity is IT consulting. No other information is available, and income details are not specified.

The second company managed by Evgeny Bogaty is LLC «WEB,» registered in 2016 in Lyubertsy. According to EGRUL data, the enterprise is involved in car washing. In 2021, the company lost a tender to supply thermal imagers for the Ministry of Water Resources of Krasnodar Krai for 1.2 million rubles (approximately $12,000). Such devices allow, for example, hunters to detect animals in the dark.

Over the past year, LLC «WEB» has become a defendant in arbitration cases totaling 16 million rubles (approximately $160,000). The lawsuits were filed by the Moscow City Property Department — they are related to improper fulfillment of obligations from land lease transactions. One of them — for 7.9 million rubles (approximately $79,000) — was partially lost by the company, and the other two are still under consideration.

In 2025, Evgeny Bogaty participated in 45 state contracts totaling 66 million rubles (approximately $660,000).

The last contract with Bogaty was concluded in December 2025. The customer was the regional budgetary institution «Directorate of Zoological Reserves and Hunting Supervision.» The Hunting Supervision Department ordered a thermal imager for 1.1 million rubles (approximately $11,000), but then the contract price was reduced to 864 thousand rubles (approximately $8,640).

Also, Evgeny Bogaty supplied unmanned aerial vehicles for the administration of Bratsk, thermal imagers for the civil defense and fire safety service of Vladimir Oblast, binoculars for the Chuvash Fire Service, UAV detection detectors for Bryansk Oblast, and more.

Might Sheremetyevo Be Sold?

On the «GIS Torgi» website, the reason for denying Bogaty«s admission to the auction was stated as follows: »Not all documents were submitted in accordance with the list specified in the information message, or the formatting of said documents does not comply with Russian Federation legislation.«

An MSK1.RU correspondent attempted to contact Evgeny Bogaty, but the businessman did not answer the call.

After the failed auction, the airport will most likely be put up for sale again. If this happens, Sheremetyevo Airport may participate in the auction. This was reported by its general director Mikhail Vasenko to RBC.

Finance Minister Anton Siluanov announced that Domodedovo Airport would be put up for auction in January 2026.

Earlier, co-owner of Vnukovo Airport Vitaly Vantsev expressed a desire to become an investor in Domodedovo, which in June 2025 was confiscated for state revenue. Managing director of the airport Andrei Ivanov stated that the company has debts to the tax authorities and employees. The total debt of Domodedovo for the first half of 2024, according to reports, was 69.8 billion rubles (approximately $698 million). Ivanov also noted that the air hub is on the brink of bankruptcy.

Recall that the court proceedings for Domodedovo began in January 2025. The Prosecutor General«s Office demanded that transactions involving the previous owners — Dmitry Kamenshchik, Valery Kogan, and a number of companies — be declared invalid. The reason was control over the airport by, as claimed, foreign citizens. Dmitry Kamenshchik allegedly has citizenships of Turkey and the United Arab Emirates, and Valery Kogan, who chaired the supervisory board of Domodedovo, has Israeli citizenship.
