On behalf of all entrepreneurs, bakery owner Denis Maksimov asked Vladimir Putin a question about switching from the patent taxation system to VAT for small businesses. Responding to the Lyubertsy resident, the president asked him to send products for tasting. In return, Putin sent him gifts — an icon and wine. The head of the district, Vladimir Volkov, also visited the bakery.

As MSK1.RU was informed by the Ministry of Information and Youth Policy, the government of Moscow Region has proposed support and development measures to Maksimov. Currently, «Mashenka» has three outlets: two in Lyubertsy and one in Zhukovsky.

«Small business in trade and public catering is jobs, development of urban infrastructure, and comfort for residents. In the conditions of changing tax legislation, we are providing support measures to entrepreneurs. Since the »Mashenka« bakery is our local producer of bakery products, the optimal option we see is its development through small forms of trade,» stated Sergey Oganov, Deputy Minister of Agriculture and Food of Moscow Region.

Paths to solve the problem were proposed by the Minister of Economic Development of Moscow Region, Maksim Reshetnikov. According to the official, Maksimov can use exemption from VAT payment — for this, it is necessary to raise employee salaries to the average level in the industry for the past year.

«It is also possible to get a preferential rate for insurance contributions. It will be 15%, since public catering belongs to the economy-offer industries. Denis Vladimirovich»s task is to raise wages. They are currently, unfortunately, significantly lower than the average in the region in this industry in Moscow Region,« noted Reshetnikov.

Another option is to change the enterprise«s OKVED and get a discount on the insurance contribution rate for food enterprises — it will be 7.6%.

«Specifically, the owner of the »Mashenka« bakery can get a discount on the tax rate under the simplified system from Moscow Region,» added the Minister of Economic Development of the region.

According to Reshetnikov, Maksimov was also offered to open additional sales points with high traffic, compensate for rental and equipment costs under the small and medium business support program, which is funded in part from the federal budget.

The bakery«s problem was discussed again in the Kremlin, this time at a meeting with members of the Russian Government.

«It is important to avoid excessive growth of the burden on entrepreneurs, increase in accounting costs, and so on. I expect to hear the Government»s position on how to protect the interests of production business, additionally support these enterprises,« emphasized the president.

According to the owner, the bakery is currently operating in normal mode and continues to accept customers.

«Work is going on, I hope for the best. For now, that»s all I can say,« Maksimov told MSK1.RU.
