Rostov residents freeze for month due to CHP failure

Since mid-December, temperatures in apartments at Voroshilovsky, 101 have dropped to 16 degrees Celsius. The management company blames the winter cold in response to complaints.

A resident of the building reported that temperatures in apartments can drop to 16°C (61°F), and on average do not rise above 20°C (68°F). The problem became particularly noticeable after a recent cold snap in the city.
“I called yesterday, filed another complaint from the house, and they say things like, ‘Well, what do you expect, it«s winter, everyone is cold.’ But last winter, my apartment was 24–25 °C (75–77°F), and this winter it»s 18–19 °C (64–66°F) on average. And this morning it was 16 °C (61°F). It just wasn«t as noticeable when it was warmer outside,” said Victoria.
Emergency service specialists from RTS (Rostov Heating Supply) have visited the building several times, with the last visit on January 17. After work in the basement, the heating situation did not change.
Representatives of RTS stated that they did not find any defects in this section of the heating network. To determine the causes, specialists are scheduled to come to the building on January 20. It was not possible to obtain an immediate comment from the management company «Novy Vek» (New Century); an editorial inquiry has been sent to them.
The heating shutdown in several districts of Rostov occurred on December 15 due to damage at CHP-2. Initially, heat was planned to be restored on December 16, but the repair was delayed, and full service restoration was promised by December 31. Residents were given a recalculation, but many are dissatisfied: the compensation amount for some was only 50 rubles (about $1 at current rates), while others saw their bill amounts increase instead. Later, RTS promised to correct these shortcomings.
