Rostov Residents Endure Cold as Laptops Outheat Radiators After CHP Outage

Residents of the center and Western microdistrict of Rostov continue to complain about the cold in their apartments after the accident at the CHP plant on December 15. Some also have their hot water frequently cut off. But many are still receiving bills without recalculation.

«Lenina, 127. Heat is from RTS (Rostov Heating Networks). There have been no parameters for heating the building for a month. The coolant temperature doesn»t rise above 82°C (180°F) when the outside air temperature is below -10 to -13°C (14 to 9°F). It should be around 105-115°C (221-239°F). In the apartments, it«s below 20°C (68°F).»
In December 2025, more than half of Rostov was left without heating due to a defect at Rostov CHP-2. At that time, the governor promised that all Rostov residents who received bills for heating that wasn«t actually provided would have their bills recalculated. However, some have even seen their bill amounts increase.
Earlier, 161.RU reported on the situation at Stachki, 215/2 — there has also been no normal heating since mid-December. The temperature drops to 16–17°C (61-63°F). Due to dampness, mold is forming in the rooms and window sills are cracking. But the residents haven«t been given a recalculation.
As the regional governor Yuri Slyusar said, due to a sharp drop in temperature, the coolant parameters have worsened. The problem is with the equipment that needs repair. At CHP-2, only two out of four boilers are operating.
RTS is now «implementing a reliability improvement program,» Slyusar said. What exactly it includes and when the heating supply situation will start to improve is not specified. In the near future, the CHP plant will undergo reconstruction of the power unit and heating networks.
The Minister of Housing and Communal Services of Rostov Region, Antonina Pshenichnaya, recommended that residents contact the managing organizations that service their buildings to have their bills recalculated.
