After the accident at CHP-2 in Rostov-on-Don on 15 December 2025, residents of central districts and the Western microdistrict continue to face cold apartments, with many also experiencing regular hot water cuts.

On social media and forums, residents share temperature readings: on Bolshaya Sadovaya Street, rooms are only 16 °C (61 °F). «On Maxim Gorky Street in my building, it»s the same; a laptop heats better than the radiators,« one resident writes.
Officials plan to reconstruct the power unit and heating networks at the station.

Similar reports come from 339th Rifle Division Street, where temperatures drop to 15 °C (59 °F), and Trudzhenikov Avenue, where radiators are barely warm. On Magnitogorskaya Street, residents complain of weak heating and frequent hot water outages to the management company «Komservis».
At Mozhayskaya, 165, even with a heater, temperatures range from 14-17 °C (57-63 °F), while part of the building is heated normally. On Lenina Street, 127, the heat carrier from RTS is no higher than 82 °C (180 °F) in frosts below -10 °C (14 °F), though 105-115 °C (221-239 °F) is needed, leaving apartments below 20 °C (68 °F).
In December 2025, over half of Rostov lost heating due to a defect at CHP-2. Governor Yuri Slyusar promised a bill adjustment, but many residents receive unadjusted bills, some with increased charges.
For instance, at Stachki Street, 215/2, there«s been no proper heating since mid-December, with temperatures at 16–17 °C (61-63 °F), causing mold and cracked windowsills, and no adjustment made.
Governor Slyusar attributed the issue to worsened heat carrier parameters from the cold snap, linked to equipment needing repair, with only two of four boilers working at CHP-2.
RTS is implementing a reliability program, but details are unclear; reconstruction of the power unit and heating networks is planned soon.
Housing Minister Antonina Pshenichnaya advised residents to contact their building management for bill adjustments.
