Samara Region to Create Unified Digital Registry for Inter-Municipal Transport

In Samara Region, procedures for passenger transport are set to be digitized. The draft law was discussed by the construction, transport, and highways committee of the regional duma.

“One of the key changes will be the establishment of a unified digital registry, where records confirming the right to operate inter-municipal transport routes will be entered, replacing paper certificates,” the regional duma stated.

The primary aim of the amendments is to streamline procedures that impact continuous transport operations. Specifically, processing applications to establish or alter interregional routes will be cut from 45 to 16 working days, and data entry into the registry and website will be reduced to one working day from seven.

The committee has recommended the draft law for immediate adoption in two readings, with the matter to be added to the agenda of the duma’s next plenary session. If passed, the new transport organization framework will take effect on September 1, 2026.

In related transport news, Samara Region Governor Vyacheslav Fedorishchev stated that the region will phase out cash fare payments by the end of 2026.
