Overturned car blocks right lane on El'mash road for third day

In Yekaterinburg, an overturned car has been lying on the road under the windows of a house at 6 Shefskaya Street for the third day. None of the local residents have seen the owner. One of the wheels has already been removed from the car, and it seems it will be dismantled for parts faster than it will be removed from the roadway.

Readers of E1.RU complain that passage in the right lane is difficult due to the abandoned car. Moreover, according to maps, it is lying on the road, not in a parking bay.
‘In the morning, there are traffic jams, only the left lane is moving. No one was there at all, inaction from all sides,’ said one of the local residents.
The Yekaterinburg State Traffic Inspectorate (Gosavtoinspektsiya, GIBDD) responded that they are conducting an inspection.
However, the car may ‘rest’ on the road for a long time if parking is not prohibited there, believes auto expert Dmitry Larionov.
‘The same rules apply as for stopping and parking. The traffic rules do not specify how the car is positioned on the roadway. If stopping and parking are permitted in this place, then there is no traffic violation. If it is prohibited and there is a sign “tow truck operating,” the car can be towed,’ explained Dmitry Larionov.
Local residents can try to find the owner of the car, and if there are grounds for towing, call the GIBDD (State Traffic Inspectorate).
