Drivers cite unexpected cause for Dubrovinskogo traffic; expert weighs in

Krasnoyarsk residents are stuck in traffic on Dubrovinskogo Street due to a heated parking lot at the RusGidro building. This was reported to NGS24.RU by reader Maxim.

“Due to an unadjusted turnstile and those wanting to enter, a queue forms at the entrance, stretching almost to «Ogni Yeniseya». And those who need to pass by cannot get through,” he says.
Yegor Frolov, chairman of the Krasnoyarsk Regional Public Movement of Car Owners, believes that placing the heated parking lot in this location was a dubious idea from the start.
“Initially, we had suspicions: ‘How can all the employees of RusGidro, arriving at work simultaneously, fit into this parking lot when they come at the same time for their work?’ Questions also arose: ‘And how will they exit from this parking lot when their working hours end, and all of them need to leave at once during the time when Dubrovinskogo is jammed?’” he said in a conversation with an NGS24.RU correspondent.
Frolov explained how the parking lot should have been placed to “be correct.”
“There should be a long deceleration lane where vehicles should move to enter the parking lot. But for exiting, it won«t work because the intersection is close (referring to the intersection with Perenson Street — Ed. Note). Most likely, there should be another alternative exit from this parking lot. Otherwise, this will continue to happen,” he believes.
The parking lot on Teatralnaya Square started operating from December 1, 2025. The parking is two-tiered and designed for 292 car spaces: on the first level — 137, on the second — 155. According to the website “Green Parkings”, renting a car space here costs 50 rubles per hour (approximately $0.50 at current rates), but there is also a monthly subscription for 15 thousand rubles (approximately $150).
