Driver receives payment notice for M-12 highway he never used

The state-owned company Avtodor has canceled a payment notice that was mistakenly sent to a driver from Yekaterinburg. To recap, a motorist who owns a Gazelle received a letter demanding payment for using the toll road M-12 in Perm Krai. However, the photo evidence showed a white Volkswagen with snow-covered license plates.

The puzzled Gazelle driver suspected an error had crept in: the camera might have misread the characters on the plate, confusing the license numbers. This version was ultimately confirmed:
‘A check was conducted on this appeal,’ said representatives of Avtodor. ‘No fine was issued to the user — it was about payment for using a toll section of the road. The system automatically recorded the state registration number and sent the payment invoice to Gosuslugi. But on January 9, 2026, the number was clarified, after which the invoice was issued to the actual user, who traveled on the M-12 Vostok highway.’
A representative of the operator also added that on January 13, 2026, the driver of the white Volkswagen paid for his journey on the highway. The situation was resolved.
What should Nizhny Novgorod residents do if they receive a payment notice for a journey they didn«t make? Tips from Avtodor
If the charge was made in error, it is necessary to report the mistake on Gosuslugi, in the support chat on Avtodor«s website or in the Avtodor mobile app, or a request can be sent through the feedback form.
How to prove the error of an assigned fine for overdue payment for travel?
The state-owned company Avtodor is not authorized to issue or cancel administrative offense rulings. The responsible executive body for issuing rulings for non-payment of travel on federal toll roads is Rostransnadzor.
Information on issued administrative offense rulings can be checked on the official website of Rostransnadzor in the «Search and Pay Fines» section.
In case of disagreement with the issued ruling on an administrative offense, one should contact Rostransnadzor. Submitting a corresponding complaint is possible through the department«s official website at the address, in the »Appeals and Complaints« section.
A complaint can be filed only after familiarizing oneself with the requirements for the procedure of reviewing rulings on administrative offenses.
Drivers resort to tricks
Avtodor admitted that they regularly encounter drivers intentionally hiding or partially erasing license plates to hinder identification. But since the amendments came into force, providing for the revocation of driver«s licenses (for up to one and a half years), the share of such offenders has decreased by almost half.
‘To detect hidden numbers on the M-12 highway, regular raids by the traffic police (GIBDD) are conducted. Moreover, cars with hidden plates will not be able to pass through the barrier toll point located at the 1372nd km of the highway (Chernushinsky Municipal District, Perm Krai). Also, a neural network helps identify violators on Avtodor«s high-speed highways,’ emphasized the state company.
Car owners often encounter errors in photo enforcement, but the vast majority of rulings are issued fairly. Speed demons especially get caught. The most common violation on the roads is speeding.
