Deputy Proposes Free Parking During Snowfalls

At a meeting of the Yaroslavl Regional Duma«s committee on urban planning and transport on January 20, deputy Ruslan Polkuev proposed not charging motorists for parking spaces that have not been cleared of snow.
«When there is snowfall, you can»t get onto a paid parking spot. If the parking is not cleared, it should become free. A person should pay for a parking space when they get out of the car and step onto either asphalt or a cleared parking spot. But when they stand in a knee-deep snowdrift, it«s strange to take money for that,» stated Polkuev.
Deputy Minister of Road Management and Transport of the region Dmitry Sergeyev confirmed the existence of the problem during snowfalls, but reported that waiving fees is not being considered. «Currently, the issue of allocating separate teams to work in the paid parking space zone or allocating additional funding within the revenues we receive from paid parking to enhance maintenance work is being worked out. The priority will be on intensified cleaning. If there are snowdrifts, residents wouldn»t be able to use it for free either,« explained Sergeyev.
Deputy Chairman of the Yaroslavl City Duma Dmitry Volonchunas added that the responsibility for clearing parking spaces lies with the State Institution «Center for Traffic Organization».
Mass complaints from Yaroslavl residents about the condition of paid parking spaces were received in early January 2026.
