Yaroslavl to Auction Land Near Tolga for Residential Development

An undeveloped plot of 537,577 square meters in the Zavolzhsky District of Yaroslavl, near the village of Tolga, has been put up for auction. The auction winner will gain the right to sign a contract for its comprehensive development and is obligated to develop the territory within 10 years.

The project envisions the construction of 3-4-story residential buildings. Additionally, the site is planned to include everyday service facilities, including:
- drop-off points for dry cleaners and laundries;
- hair salons, beauty salons, and tailoring shops;
- shoe repair shops and photo studios;
- rental points and garages.
The developer must transfer 38 apartments to the city free of charge for municipal needs:
- 12 one-room apartments (each with an area from 37 sq. m);
- 16 two-room apartments (from 55 sq. m each);
- 10 three-room apartments (from 70 sq. m each).
Moreover, the investor is obligated to build and transfer to city ownership premises for a local police station, access roads, two kindergartens with 250 places each, and a school for 800 students. The deadlines for the completion of social facilities are strictly regulated:
- the first kindergarten — within five years;
- the school — within seven years;
- the second kindergarten — within nine years from the date of signing the contract.
Medical care for future residents of the new district will be provided at Polyclinic No. 3 of Clinical Hospital No. 3 at 10 Zdorovya Street.
The initial auction price, set by appraisal, is 234.8 million rubles (approximately $2.61 million at current rates). The auction is scheduled for March 4, 2026.
At public hearings on June 26, 2025, it was noted that the new residential district will be able to accommodate about 11,000 people.
