In Yaroslavl, an auction has been announced for the right to conclude a contract for the comprehensive development of an undeveloped area near the village of Tolga in the Zavolzhsky District. The plot, with an area of 537,577 square meters, is intended for the construction of 3-4 story houses. Also, dry cleaners and laundries, hair salons, beauty salons, ateliers, shoe repair shops, photo studios, rental points, garages, and other facilities are planned to appear here.

The authorities have stipulated in the contract project that «the specified construction must be ensured no later than 10 years from the date of the contract»s conclusion.«
Moreover, the developer will have to transfer free of charge to municipal ownership 12 one-room apartments (each with an area of at least 37 square meters), 16 two-room apartments (at least 55 square meters each), and 10 three-room apartments (at least 70 square meters each). The company must also transfer to the city premises for a police precinct, built transport access roads, and ensure the construction, commissioning, and handover to the city of two kindergartens with 250 places each and a school with 800 places.
Furthermore, one kindergarten must be commissioned within the first five years from the signing of the contract, the second within nine years, and the school within seven years.
Medical services for residents of the new residential area will be provided at Clinic No. 3 of Clinical Hospital No. 3 (10 Zdoroвья Street).
The starting auction price, determined based on an independent appraiser«s report, is 234.8 million rubles (approximately $2.3 million at current rates). The auction is scheduled for March 4.
Recall that the details of the project were announced by Yaroslavl authorities on June 26, 2025, at public hearings on changes to the city«s General Plan. It was noted that the number of expected residents in this residential area will be about 11 thousand people.
