Almost all construction in Novosibirsk is now carried out under comprehensive territory development (CRD). Dilapidated barracks, industrial zones, private housing sectors, and empty sites are slated for renovation. The city has literally been divided into zones where new residential complexes can be built. NGS examined which plots are planned for development in the Sovetsky District.

Two years ago, developers began actively developing Akademgorodok. In the first months of 2024, three plots for development were sold at auctions, with prices soaring several times over. For example, a block with barracks, bounded by Rossiyskaya, Rubinovaya, Shaturskaya, and Gnesinykh streets, was auctioned off to the developer «RNGS-Akademinvest» for 1.23 billion rubles (approximately $13.7 million at current rates). Currently, the residential complex «Kvartal na Rossiyskoy» is being built there. A plot at the intersection of Rossiyskaya Street and Stroitely Prospect was acquired by the company «Green Up» for 420 million rubles (approximately $4.67 million at current rates) for the construction of an administrative building.
Another territory of over 4 hectares, falling under comprehensive development (CRD), was divided into two plots within the boundaries of Rossiyskaya, Geroev Truda, Rubinovaya, and Ivanova streets, and was sold for 704 million rubles (approximately $7.82 million at current rates) to a company part of the developer group «TAK» (formerly «SK-Invest» before rebranding). The developer is constructing the residential complex «ShCHA» on the site.
There are also sites for which no developer can be found. For example, a plot with three barracks in the Ob GES microdistrict on Vetluzhskaya Street was put up for auction several times by the city hall, but no one willing to develop the territory was found.
So far, the regional CRD operator, the Agency for Housing Construction Development, has not managed to find developers for the smart district «Integrad» between Akademgorodok and Koltsovo. According to NGS, developers and banks have cautiously approached the idea of building a new microdistrict due to the difficulty of making the project profitable.
At the same time, plans for the smart city are ambitious: «Integrad» is supposed to become a new scientific cluster with residential buildings, industrial and administrative zones. The quarters are intended to be connected by green pedestrian routes so that Integrad residents can walk from home to work through squares and parks, and on the outskirts, they plan to leave a forest for quiet walks. Development is planned to start in 2026.
In addition, the authorities plan to sell at auction territories within the boundaries of Okeanskaya and Vyazemskaya streets, one barracks on Vyazemskaya Street, barracks within the boundaries of Trudzhenikov and Zolotorozhskaya streets, a plot on Dobrovolcheskaya Street, and a site on Ivanova Street.
CRD also exists at the initiative of the land plot rightsholder. For example, in this way, the city hall approved the construction of a low-rise building on Ivanova Street for the developer group «Rastsvetay». A club house will appear on the site of a non-operating mechanical workshop.
Last year, the city hall concluded over 20 CRD agreements — this was decided as a way to combat spot development, while also shifting some infrastructure construction obligations to developers. However, residents of the private sector fiercely defend their homes, expressing dissatisfaction with future development at public hearings. NGS recalled the high-profile CRD agreements and disputes with the authorities in 2025.
