Novosibirsk OKs 34-Story Towers for European Shore Complex

In exchange, the developer will build a school for 1,100 students.

The authorities of Novosibirsk have approved the Brusnika group of companies to continue construction of the European Shore residential complex as part of a comprehensive territory development. The resolution on this was published on the city hall«s website.

According to the document, the city administration approved the comprehensive development at the initiative of the landowner — Brusnika company. The development territory is divided into several plots with a total area of 11.9 hectares: along Bolshevistskaya Street and the bank of the Ob River. The developer will have to demolish 10 non-residential buildings, including warehouses, industrial buildings, and others.

According to the Kontur.Focus service, Brusnika.SZ LLC was established in 2011. The ultimate owner of the company is Aleksey Krukovsky. At the end of 2024, the organization«s revenue amounted to 40.4 billion rubles (approximately $449 million at current rates). Net loss was 886.9 million rubles (approximately $9.85 million at current rates).

Brusnika is a federal developer. The group constructs buildings in Moscow, Yekaterinburg, Tyumen, and other cities. In the Novosibirsk region, besides European Shore, it is building the Aviator and Wheat complexes, and recently announced a new project near Lake Verkhovoye City-on-the-Lake.

The project is planned to be implemented in seven stages. In the first stage, the developer must demolish all structures on the plots (by the end of 2026), construct, commission, and hand over to the municipality a school building for 1,100 students on Bolshevistskaya Street by the end of 2028. The construction permit was issued in March 2025.

In the subsequent six stages, the developer will construct housing. The maximum height of the buildings will be 34 floors, if the company agrees to make changes to the land use and development rules.

The city hall press center reported that during the project implementation, the Brusnika group will complete the construction of the European Shore complex. The authorities note that building the school is an expensive project for which there are no funds in the regional and city budgets. At the same time, carrying out the construction with the efforts of a single developer is practically impossible.

«Therefore, the Novosibirsk mayor»s office together with developers have developed a mechanism where the efforts of several developers are consolidated, with one directly leading the construction of the educational facility, and the others participating financially,« the mayor»s office notes.

The deadline for developing the entire territory is December 31, 2035. NGS has contacted the Brusnika group for comment.
