Kuzbass Ministry Responds to Developer's Unpaid Debt Claims

Kuzbass authorities have commented on complaints from Novosibirsk residents about non-payment for the construction of a house of culture in Listvyanka. Ministry of Construction employees confirmed to NGS42.RU on Tuesday, January 20, 2026, that money for some works on the site has not yet been transferred.

The ministry«s press service responded to our publication with an appeal from »StroyCity« about alleged debts to the company and the inability to pay workers» salaries as a result.

Representatives of the department confirmed that the company built a cultural institution in the village of the Tisulsky district. Most of the building has been accepted by specialists, but several works are still under review. When it is completed, the remaining 14.1 million rubles (about $156,700 at current rates) will be transferred to the company.

At the same time, employees emphasize that the total cost of the contract is 170.4 million rubles (about $1.89 million at current rates).

Note that in November 2025, regional authorities stated that work acts had been signed and the house of culture with a 127-seat auditorium is opening for operation.

The builders who recently contacted us said that they had repeatedly appealed to the authorities for payment, including to the Ministry of Finance and the chairman of the regional government, but no clear deadlines were set for them.

The new house of culture in Listvyanka was built in the shortest possible time — in just 1.5 years. In addition to the stage, a museum dedicated to the famous fellow countryman — the first cosmonaut to walk in open space, Alexei Leonov — was set up.
