Every Third Mortgage Borrower Used Maternity Capital in 2025
In 2025, the use of maternity capital when buying a home with a mortgage increased by more than 70% compared to the previous period. As VTB reports, the share of borrowers who used this payment reached record levels — it was used by every third borrower.
Most often, maternity capital funds are directed towards forming the down payment for a mortgage loan. This approach allows families, especially those expecting a child, to resolve housing issues more quickly. Legislation also provides for the possibility of using these funds for early repayment of an existing housing loan, which reduces the financial burden.
Alexei Okhorzin, Senior Vice President and Head of the Retail Business Products Department at VTB, emphasized that maternity capital has become an important part of financial planning for families with children. «In 2025, its use reached a record level in mortgage applications, primarily due to high demand for state programs,» he noted. According to the bank, last year over 58,000 loans were issued under this program for a total amount of 350 billion rubles (about $3.5 billion at current rates).
