20-Story Tower to Replace Unfinished Office in Tyumen Center
The completion deadlines for the non-residential high-rise near TsUM have changed repeatedly. Initially, it was intended to be adapted into a fashionable office building, but plans changed.
Next to the Tyumen Central Department Store (TsUM), a 20-story building will rise in the near future — the very multifunctional center with a hotel, congress hall, and panoramic restaurant that the whole city discussed last December. The concept for the new building is being developed by the Italian bureau R+S in collaboration with «Architect Tabanakov»s Workshop A.V.«.
«What has been built so far will be demolished down to the foundation slab, since the existing frame cannot be adapted to the standards of a five-star hotel,» publicly stated the head of the workshop, Andrei Tabanakov.
He clarified that the project from ten years ago — a 25-story building — in its time passed examination and construction began, but due to a mismatch of interests between the client (the management of Tyumen TsUM. — Ed.) and the city hall, this venture was abandoned. In the second attempt to build a non-residential high-rise in 2019, the demolition project was revised, further reducing the number of floors — due to lack of funds for its construction.
«Now local design standards for non-residential objects have changed, and it has become possible to create a 20-story dominant in the center of Tyumen. The object will be visible from afar,» clarified Andrei Tabanakov.

Recall that the idea of building the structure appeared back in 2006. A project was developed then, but it didn«t go further. They returned to this idea years later: in January 2018, public hearings were held where changes to the project for an annex to the TsUM building were discussed: instead of the approved three floors, the department store management asked to allow them to build all 25.
The project was changed again: they agreed on 10 floors. In the summer of 2020, the annex to TsUM was partially dismantled, but in the fall of 2021, construction resumed. Then it was planned that in just three years, the high-rise with panoramic glazing would be ready. In the end, everything went off plan.
At the end of 2024, the construction finally stalled: the project was frozen. In the summer, the unfinished building changed owners. Later it became known: the long-term construction will be demolished, and in its place a modern multifunctional complex will be built.
