United Russia Deputy Elected Chairman in Nadezhdinsky District

On January 27, a new chairman of the council was elected in the Nadezhdinsky District of Primorye. Alexander Kozelsky was chosen through secret voting, deputy Oleg Grigoryev told a VLADIVOSTOK1.RU correspondent.
Alexander Kozelsky was born in 1983, graduated from the Vladivostok branch of the Far Eastern Law Institute of the Russian Ministry of Internal Affairs, and is a retired MVD officer.
He became a deputy in the summer of 2023, after United Russia nominated him as a candidate for electoral district No. 1, and later received the position of deputy chairman of the Nadezhdinsky District council.
Besides Kozelsky, who received 9 votes, at the meeting, self-nominated candidate Oleg Grigoryev and member of the Liberal Democratic Party of Russia (LDPR) Kirill Tikhonov put forward their candidacies for the post of council chairman. Grigoryev received 0 votes, and Tikhonov received 3.
«I didn»t have a particular desire to nominate myself, but I didn«t withdraw my candidacy so that there would be at least some interest and more people. I voted for Tikhonov,» Oleg Grigoryev said.
Before Kozelsky, the post was held by another United Russia deputy, Alexander Sitnikov, but on January 26 it became known that he decided to resign of his own volition, leaving not only the post in the council but also his deputy mandate. This was a surprise, but on January 27, everyone unanimously accepted his resignation.
According to Oleg Grigoryev, this happened for several reasons, including a scandal related to the bonus for the head of Nadezhdinsky District, Maxim Yakimov. Based on work results in 2024, he received a bonus of 1.05 million rubles (approximately $11,700 at current rates), which is more than the bonuses for Vladivostok head Konstantin Shestakov and Ussuriysk head Yevgeny Korzh combined.
«The situation was scandalous. At that time, only three deputies voted against: me, Kirill Tikhonov, and Sergei Usoltsev. The others, including Alexander Sitnikov, voted in favor, even though, in my opinion, there was no reason to bonus Yakimov. We have constant power outages, many problems,» Oleg Grigoryev said.
