Russia and Ukraine Agree on Trump Peace Plan, Final Talks Set

Russia and Ukraine have partially agreed to a peace plan proposed by U.S. President Donald Trump. The White House is sending special envoys to Moscow and Kyiv to resolve several issues causing disagreements. Washington and its allies are ready to provide assistance to Ukraine only after the conflict is settled, and the American leader believes that the countries are already «very close to a deal».

In the conflict zone, the countries constantly exchange strikes, fight on the battlefield, while at the highest level, options for ending the conflict are discussed and negotiations are held. It is difficult to keep track of all events in the news flow, so every Friday we compile a digest of the main events about the conflict. Today we will tell you what happened in the last seven days.

Attacks in Russia and Ukraine

This week, several Russian regions suffered from powerful drone attacks. One of the most massive strikes occurred on the night of 24–25 November. At that time, air defense forces intercepted and destroyed 249 Ukrainian drones, most of which were heading to Krasnodar Krai.

The consequences of the attack were addressed in Novorossiysk. There, UAVs crashed into five apartment buildings and two private houses, injuring four people.

Two more residents of Krasnodar Krai were injured: one in Tuapse (a security guard, who refused hospitalization after first aid) and one in the village of Kabardinka in the Gelendzhik area. This was reported by the region«s governor Veniamin Kondratyev in his Telegram channel.

The hardest hit that night were the residents of Taganrog. There, the most extensive attack on civilian infrastructure during the entire period occurred. Twelve people were injured, three of them died from injuries incompatible with life. One injured person was taken to Rostov. Four people, after receiving medical assistance, refused hospitalization.

“As a result of the night»s massive air attack on our city, two apartment buildings, a private house, the building of the Mechanical College, two industrial enterprises, and kindergarten No. 7 were damaged,” city head Svetlana Kambulova reported in her Telegram channel.

Fifteen city residents completely lost all their property. The editorial office of 161.RU detailed one of the severe attacks in its report.

27 November was declared a day of mourning in the city. The mayor called on cultural institutions and local TV and radio companies to cancel all entertainment events.

During this raid in Krasnodar Krai, the chief editor of the media group Russia Today and the TV channel RT, Margarita Simonyan, was with her children. In her Telegram channel, the journalist described what they had to endure that night.

“All night, drones were hammering my native Krasnodar Krai. The children—five of them—are still sleeping in a heap under the stairs in the corridor, and sleepless cats are wandering over them like carpets,” she wrote.

In response to the massive attacks on Russian regions, the Russian Armed Forces struck Kyiv. In the Ukrainian capital, there were emergency power outages, according to RBC-Ukraine.

Additionally, there was no electricity in the region, particularly in Poltava and Sumy oblasts. Odesa was also left without power, where a fire broke out at a thermal power plant as a result of attacks by the Russian Armed Forces, as reported by the Ukrainian publication Strana.

Russian military forces struck not only energy infrastructure facilities but also attacked transport and port facilities used in the interests of the Ukrainian Armed Forces, according to the Russian Defense Ministry.

When Will Hostilities Cease

Due to constant attacks, civilians are suffering, and the question of when hostilities will cease arises more frequently. Russian President Vladimir Putin this week stated that clashes will end when the Ukrainian Armed Forces withdraw from their positions. He did not name any other option but clarified that otherwise, the conflict would have to be ended by military means.

Last month, Ukraine lost 47.5 thousand people on the front. The president emphasized that for Russian troops, positive dynamics are maintained in all directions. In particular, Krasnoarmeysk and Dimitrov are completely surrounded. Volchansk is also almost liberated.

“70% of Krasnoarmeysk«s territory is in the hands of the Russian Armed Forces,” Putin added.

The situation is also difficult in Kupyansk, where Ukrainian military personnel are surrounded. Putin believes that if such a situation repeats on other sections of the front, Ukraine will have to retreat. Moreover, the front could collapse in the Zaporizhzhia direction.

Also this week, Russian military forces managed to advance on several fronts and establish control over a number of settlements. These include: Tikhoye and Otradnoye in Dnipropetrovsk Oblast, Petrovskoye and Ivanopolye in the DPR, as well as Vasyukovka. In Zaporizhzhia Oblast, they took control of Zatishye, and in Krasnoarmeysk—Gornyak and Shakhtersky, according to the Russian Defense Ministry.

Moscow and Kyiv Partially Agree on Trump»s Peace Plan

A peace plan drafted by U.S. President Donald Trump could bring the conflict closer to an end. In November 2025, information about this document was made public, which initially consisted of 28 points. Washington first presented the peace plan to Kyiv during negotiations in Geneva.

However, after meetings between the American and Ukrainian delegations, the content of the peace plan was reduced to 19 points. It no longer includes provisions on amnesty for actions committed during the conflict, nor information on restrictions on the future size of the Ukrainian army. Additionally, the requirement for “Ukraine to cede Donbas to Russia” was removed. The point on using frozen Russian assets was also excluded.

This week, U.S. Army Secretary Daniel Driscoll held negotiations with the Russian delegation in Abu Dhabi. It was during these talks that Driscoll was to present Russia with the shortened American plan for settling the conflict in Ukraine; previously, Moscow had only received outlines of the document through unofficial channels.

“Quiet” meetings also took place with the Ukrainian delegation. They reached a common understanding on key conditions of the peace plan. Kyiv agreed to a peace treaty. Soon, Ukrainian leader Volodymyr Zelenskyy is to meet with the head of the White House to finalize the last stages and reach an agreement with Trump.

Russia also agrees that the list of U.S. points on Ukraine could form the basis for future agreements. Putin stated this the day before at a press conference in Bishkek. According to him, every word in the document needs serious discussion, and the draft text should be adapted to “diplomatic language.”

“In general, we agree that this could be the basis for future agreements, but it would be impolite of me to talk about any final versions now, as they do not exist. Some things are of a principled nature, and in general, we see that the American side is in some ways taking our position into account, which was discussed before Anchorage and after Alaska,” the Russian president noted.

Russia is expecting a U.S. delegation next week and is ready to discuss recognition of sovereignty over Crimea and Donbas. The negotiators from the Russian side will be Medinsky and representatives of the Ministry of Foreign Affairs.

Future of Negotiations

After the countries partially agreed on Trump«s peace plan, the White House is preparing meetings of U.S. representatives with the Russian and Ukrainian sides. According to the American leader, his peace plan was refined with additional information from both sides, and there are only a few issues causing disagreements.

Therefore, special envoy Steve Whitkoff will soon go to Moscow for negotiations with Putin, and another envoy will contact the Ukrainian side. If the details of the peace plan are finally agreed upon, then a personal summit between Trump and Putin, as well as with Zelenskyy, should take place.

The head of the White House assured that only a few contentious issues remain to be resolved for the settlement of the Ukrainian conflict. He believes that Moscow and Kyiv are already “very close to a deal.”

However, a treaty with Ukraine is currently legally impossible. Putin reminded of this and emphasized that the main thing is for all decisions to be internationally recognized. The Russian president claims that Ukraine made a strategic mistake by not holding presidential elections. Now, only the Verkhovna Rada has the right to extend its powers under martial law, not the president. Therefore, signing any documents with them is pointless.

Additionally, Hungarian Prime Minister Viktor Orbán is flying to Moscow today. He also intends to meet with the Russian president to discuss the settlement of the Ukrainian crisis and energy supplies, according to Magyar Nemzet.

Assistance to Ukraine

Western countries are providing significant assistance to Ukraine in overcoming difficulties. However, recently, Kyiv»s allies have agreed to provide support only upon achieving a peaceful settlement with Russia.

For example, the U.S. is considering the possibility of transferring Tomahawk missiles to Ukraine as a “security guarantee,” writes The Washington Post. According to its sources, the current administration understands that “security guarantees are not sufficiently convincing” in the proposed peace plan. White House head Donald Trump could “increase the maximum allowable size of the Ukrainian army or remove this point entirely.”

“And to enhance deterrence measures after the war, officials are considering the possibility of supplying Ukraine with Tomahawk missiles,” the publication«s interlocutors claim.

It is noted that these supplies are considered as an alternative to the deployment of European troops in Ukraine, which Moscow opposes. In Washington, they believe that Kyiv supposedly will not use these missiles against Russia “preemptively,” because in that case, it would lose the support of Western allies.

Additionally, Ukraine will be helped to build a high-tech “security wall” on the contact line in the east of the country in case of a peaceful settlement of the conflict. Advanced technologies will be used in the construction of the facility; no other details are provided, according to The Washington Post.

Also this week, the American leader stopped funding the conflict in Ukraine with American taxpayer money, but Washington continues to sell NATO weapons for delivery to Kyiv, White House press secretary Caroline Levitt stated in an interview with Fox News.

“We cannot do this (supply weapons. — Ed.) indefinitely, and the president wants an end to this war. He is a peacetime president, that is what he strives for, and today he remains optimistic and hopeful [for reaching a peace agreement],” she said.

After the conflict in Ukraine ends, the so-called coalition of the willing intends to deploy its forces on the second line, away from the front. French President Emmanuel Macron stated this in an interview with radio station RTL.

“We never planned deployment in the front zone, as that is not our task,” Macron said.

He believes that one option could be deployment “on reserve sites in Kyiv and Odesa.”

“There is an element of confidentiality, everything is arranged more complicatedly, forces for backup are in the creation stage,” the French leader noted.

Macron stated that “British, French, and Turkish soldiers after peace is signed, meaning not in the context of war, will be on site to provide training and security.”

Information about this was confirmed by the Turkish Defense Ministry. They reported on the potential possibility of sending Turkish military personnel to Ukraine, but for this, they named a number of key conditions, according to TRT World. Among them:

  • a complete ceasefire between Russia and Ukraine;

  • determination of clear goals and powers of the peacekeeping mission;

  • distribution of responsibilities among participating countries.
