Novosibirsk governor reports 2025 was a difficult year
Deputies of the Legislative Assembly of Novosibirsk Region unanimously supported the report of regional governor Andrey Travnikov for 2025. According to him, last year was tough.
In his report, the governor summarized the work over five years. Compared to 2019, the gross regional product increased from 1.33 trillion rubles (approximately $14.8 billion at current rates) to 2.72 trillion rubles (about $30.2 billion at current rates) in 2025. In 2024, the figure was 2.49 trillion rubles (around $27.7 billion at current rates).
The region«s own revenues also doubled. In 2019, they were 125.2 billion rubles (about $1.4 billion at current rates), and in 2025 — 271.7 billion rubles (approximately $3.0 billion at current rates).
«We entered 2025 with the understanding that the economic and budgetary situation would be extremely tense. It was very painful. Over the past five years, we gained good momentum. And here we had to, as they say, brake at full speed,» explained Andrey Travnikov.
The governor noted that the budget suffered due to the increase in the key rate in 2024. Now it has decreased to 16%, but this is still a very high indicator. Following the economy, the budget also suffered.
In 2025, the shortfall in profit tax amounted to almost 22 billion rubles (approximately $244 million at current rates). Last year, new initiatives were put on pause, and efforts were focused on completing projects that were already planned. In 2026, the region«s budget is focused on social obligations, support for the Special Military Operation (SMO) and national projects.
«At the same time, we expect that starting from 2027, the invested investments and the experience accumulated over previous years in implementing large investment projects will allow us to return to planning and implementing development budgets. And the rates of economic growth in value terms will recover to the level of previous years, when they were double-digit,» the governor expressed hope.
According to Andrey Travnikov, although a slowdown was noted in the economy, positive dynamics were maintained. For example, the index of agricultural production last year was 104% compared to 2024. Turnover in retail trade and the catering sector also increased.
An important indicator for the economy is the development of small and medium-sized entrepreneurship. Their number increased in 2025 by 4 thousand compared to 2024. Now, more than 156 thousand small and medium-sized businesses operate in the region.
