New OMS Services for St. Petersburg Residents from 2026

From 2026, St. Petersburg residents will be able to receive several new types of assistance under the compulsory health insurance policy. The expansion of the program was announced by Dmitry Lisovets, head of the Territorial Fund of OMS.

On 29 January, at a meeting of the St. Petersburg government, Dmitry Lisovets, head of the Territorial Fund of Compulsory Health Insurance, presented a list of new services that will be included in the state guarantees program from 2026.

The list of innovations includes:

  • Non-invasive prenatal testing (NIPT), based on the analysis of fetal DNA in the mother«s blood.
  • Laboratory diagnostics for determining the stage of chronic hepatitis C and selecting therapy.
  • Remote monitoring of patients with arterial hypertension and diabetes mellitus.
  • Expansion of high-tech medical care: two types of treatment for heart rhythm disorders, two types of photodynamic therapy for oncological diseases, and, for the first time, surgical methods for treating morbid obesity. »For the first time, surgical methods for treating morbid obesity have appeared in the state guarantees program,« Lisovets emphasized.
  • Genetic testing of the embryo during IVF for the detection of monogenic diseases. »This will allow the implantation of a healthy embryo, ensure a healthy pregnancy, and exclude miscarriage,« he explained.
  • Preventive study of the lipid profile: a one-time analysis for lipoprotein A at the age of 18 to 40 years and a lipid profile every three years for people over 40 years old.

Lipoprotein A, as Lisovets noted, is a genetically determined complex of «bad» cholesterol and a key independent risk factor for early atherosclerosis, heart attack, and stroke.
