Ex-Officials and State Purchase King Captured Kuban Road Construction

Authorities in Krasnodar Krai have uncovered a massive corruption scheme involving kickbacks and the diversion of state funds in road construction projects.

The editorial office of 93.RU has obtained an anti-corruption lawsuit from the General Prosecutor«s Office, with respondents including former State Duma deputy (stripped of powers) Anatoly Voronovsky, State Duma deputy Andrey Doroshenko, and deputy of the Legislative Assembly of Krasnodar Krai Alexander Karpenko.

In the sphere of influence of Anatoly Voronovsky (at that time the minister of transport and communal services of the krai), the lawsuit states, were issues of road construction. Simultaneously, he distributed budget funds for state contracts. In the positions of deputy and advisor to the governor, he coordinated, among other things, the work of the Ministry of Transport.

«Holding high positions in regional authorities allowed Voronovsky to exert unlimited influence on administrative and economic processes in the road sector,» the lawsuit says.

This is understood to mean: distribution of budget funds for road construction and maintenance, setting criteria for admission to tenders for selecting contractors, determining conditions of state contracts, and acceptance of completed work.

«After assuming the position of Minister of Transport of Krasnodar Krai in 2016, Voronovsky decided to receive illegal remuneration from road complex enterprises,» the lawsuit says.

According to the case materials, Voronovsky distributed state procurement orders at his discretion — among a «narrow circle of companies» — and demanded money for it. This is a kind of payment for access to performing road works and maintaining roads.

Among the controlled persons, the lawsuit states, Voronovsky involved, among others, Doroshenko and Karpenko. Together they selected firms that would win auctions, concluded contracts with them, and «unhindered accepted the work.»

Key Figures

Anatoly Voronovsky was the deputy head of Ust-Labinsk, and in 2009 he headed the district administration. In 2015, he was appointed head of the regional transport department, a year later he became Minister of Transport of Krasnodar Krai. And in 2017, he was the deputy governor of Veniamin Kondratyev. From 2020 to 2021, he was an advisor to the head of the region, and then was elected to the State Duma of the seventh convocation. At the end of 2025, he was stripped of parliamentary immunity on suspicion of bribery. He prematurely resigned his mandate.

Currently, Voronovsky is in a pre-trial detention center. He is involved in a case of receiving a bribe on an especially large scale (Part 6, Article 290 of the Criminal Code of the Russian Federation). According to the investigation, he received 25 million rubles (approx. $250,000 at current rates) from the head of the Dagomys Road Repair and Construction Department.

Andrey Doroshenko began his political career in 2012 — with a deputy seat in the Legislative Assembly of Krasnodar Krai (ZSK). In September 2021, he became a deputy of the State Duma of the seventh convocation. Currently, he is an acting deputy and is a member of the committee on land and property relations.

Currently, the firm registered in the name of Doroshenko«s children — LLC PKF »DTK« — is conducting the reconstruction of the Western Bypass of Krasnodar for 2.5 billion rubles (approx. $25 million at current rates). In total, over 25 years, more than 590 state contracts worth 44 billion rubles (approx. $440 million at current rates) have been concluded with the firm.

Alexander Karpenko in September 2022 was elected a deputy of the Legislative Assembly of Krasnodar Krai. Currently, his firms build roads and bridges in Krasnodar Krai. And LLC «StroyYugRegion» (owned by Karpenko) ranks first in the list of companies by volume of state purchases. In 2025, the company received 11.6 billion rubles (approx. $116 million at current rates) from the regional budget.

LLC «StroyYugRegion» is known in Krasnodar for building the Yablonovsky Bridge for 5.7 billion rubles (approx. $57 million at current rates), finishing the construction of the controversial underground passage on Krasnykh Partizan for over 100 million rubles (approx. $1 million at current rates). On 4 July 2025, a contract was concluded with LLC «StroyYugRegion» for the construction of a two-level transport interchange at Volodarskogo and Tikhoretskaya streets. The cost of the work is 4 billion 468 million rubles (approx. $44.7 million at current rates). Another company of the Legislative Assembly deputy — «Osnova» — is repairing the Turgenev Bridge for 1.2 billion rubles (approx. $12 million at current rates).

Union of Road Workers

From 2018 to 2021, Doroshenko, and from 2021 to 2025, Karpenko headed the regional «Union of Road Workers of Kuban.» Membership in this association, the lawsuit states, was a mandatory condition for participation in purchases. On the platform of this association, Karpenko and Doroshenko searched for future contractors, established the volume of work and the amount of money that went to Voronovsky. The latter was calculated as a percentage of the estimated cost. In common parlance, such schemes are called «kickbacks.» Voronovsky received the money after companies received budget funds, which they were supposed to use to perform the work.

Voronovsky himself allowed only «enterprises selected by him» to participate in purchases. The latter «simulated» competition during tender procedures. If someone refused to give a kickback, the tender was declared invalid. And on companies with which contracts were concluded, fines were imposed, obstacles were created for the acceptance of work. In other words, they were simply squeezed out of the road market.

«For Socially Beneficial Purposes»

In 2021, when Voronovsky was elected a State Duma deputy, he lobbied for the appointment of his subordinate Alexey Pereverzev to the post of Minister of Transport of Kuban. His deputies became Kosyanov, Savenko, Smagliuk, Dashuk — also people controlled by Voronovsky. Through them, Voronovsky, as alleged in the lawsuit, continued to exert influence on the road industry of the region, even while being a State Duma deputy.

The money received was legalized by Voronovsky and company through the fund «My Kuban,» created in 2017. Funds were deposited there by contractors (who, at Voronovsky«s desire, won auctions and had to give their percentage) as donations »for socially beneficial purposes.« The post of general director of this fund was also held by a person controlled by Voronovsky.

In the period from 2017 to 2024, 46 enterprises (including DSU-7, Krasnoarmeyskoye DRSU, LLC «Kubandorsnab,» «Ust-Labinskoye DRSU,» LLC «Vesta,» «Dortransservice»), at Voronovsky«s demand, contributed more than 1.9 billion rubles (approx. $19 million at current rates) to the fund. This money was then withdrawn through controlled firms into shadow circulation.

In addition, the lawsuit indicates, Doroshenko and Karpenko used «advantage» in concluding contracts with their own companies for road construction and repair. These are «Arma-Line,» Severskoye «DRSU,» LLC «Stroyyugregion,» LLC «Osnova,» «DorMost,» «Alfastroy,» «Krasnodarvtodorproekt,» «Mostobustroistvo,» «Magistral.» Thereby, the lawsuit states, they «increased the capitalization and profitability of their companies at the expense of the state budget.»

Kings of State Purchases

Earlier, the portal 93.RU calculated how much budget money regional companies earned. We counted all their state purchases and compiled a top-10 of kings of state purchases.

However, these amounts can only be considered approximate. Because we cannot be completely sure of the absence of direct contracts, which are concluded bypassing the mandatory procedure and away from prying eyes (the law allows this).

Surprisingly, the list includes organizations that appear in the General Prosecutor«s Office lawsuit. For example, the same »Stroyyugregion« of Alexander Karpenko.

Conflict of Interest

In 2021, when Doroshenko received the mandate of a State Duma deputy, he did not give up commercial activity and continued to manage LLC «DTK,» «Arma-Lion,» «Severskoye DRSU.» He formally registered shares in these companies in the names of his children.

And Karpenko, after being elected to the Legislative Assembly of Krasnodar Krai in 2022, continued to lead the companies «Stroyyugregion,» «Osnova,» and «DorMost.»

Thereby, he entered into a conflict of interest, since he obtained the opportunity to directly influence the allocation of funds from the regional road fund to business structures controlled by him, the lawsuit states.

In total, since 2016, Voronovsky and company have received from contractors at least 2.8 billion rubles (approx. $28 million at current rates). Part of these funds was directed to the capitalization of their companies and the creation of new ones. Among them — LLC «Inzhgeoprom,» «Ust-Labinsky Plant MZhBK,» «Ankar,» and «M-STROYYUG.» The companies are engaged in the production of construction materials, operation of real estate, and road repair in the region. The ultimate beneficiaries, to hide connections, formally registered them in the names of relatives and trusted persons. However, they did not step away from managing the structures.

Another part of the funds was spent on purchasing highly liquid real estate. The properties were also distributed among relatives.

To Impose Arrest

The General Prosecutor«s Office lawsuit indicates that the agency is asking to turn over to state income shares in dozens of firms related to road construction, dozens of real estate objects and land plots in Krasnodar Krai. The entire list occupies 53 pages in the General Prosecutor»s Office lawsuit.

Also, Voronovsky, Doroshenko, Karpenko, and persons controlled by them are planned to be prohibited from opening new bank accounts, and to impose arrest on existing property. The respondents themselves are already prohibited from leaving the territory of the Russian Federation.

The agency«s lawsuit will be considered in the Central District Court of the city of Sochi.

Recall that in 2025, Krasnodar Krai underwent one of the most severe «purges» in recent years. Vice-governors, heads of districts and cities, ministers were sent into custody, and their cases were accompanied by demonstrative confiscation of assets worth billions of rubles.
