Court Upholds Seizure of 28 Billion Ruble Property from Presidential Envoy Inspector

The Krasnodar Krai Court upheld the lower court«s decision to seize property from former federal inspector Andrei Korovaiko of the apparatus of the plenipotentiary representative of the President of the Russian Federation in the Southern Federal District for state revenue. Property was seized from Korovaiko himself and persons under his control (19 people), totaling 72 real estate objects. These include agricultural lands, commercial and residential buildings in Krasnodar Krai, Rostov Oblast, and Altai Krai.
The total market value of the seized property exceeds 28 billion rubles (approximately $311 million at current rates).
A federal inspector monitors, among other things, the implementation of presidential decrees, oversees the situation in the region, and coordinates territorial authorities.
Korovaiko himself was involved in the case concerning the seizure of assets from former Chairman of the Supreme Court of the Russian Federation Viktor Momotov.
Context. On September 23, 2025, the Prosecutor General«s Office filed a lawsuit against (at that time) Chairman of the Supreme Court of the Russian Federation Viktor Momotov and Krasnodar businessman Andrei Marchenko. The essence of the lawsuit is to seize assets with a total value of 9 billion rubles (approximately $100 million at current rates) for state revenue. This involves land plots and real estate of the Marton hotel chain. In total, this is about 100 real estate objects in Moscow, Rostov, Volgograd, Kaliningrad, and Nizhny Novgorod Oblasts, as well as in Krasnodar Krai.
