Novosibirsk Apartment Flooding Causes Mold and Wall Damage

In Novosibirsk, an apartment in the Tikhomirov residential complex on Voennaya Street was flooded. As a result, a wall became soaked, laminate flooring began to swell, and mold appeared. The problem was being addressed since 2025. The developer explained the cause of the defect and how they are assisting the residents.
«We Returned to a Soaked Bedroom Wall»
Anna told NGS that she bought an apartment in the Tikhomirov residential complex on Voennaya Street in the summer of 2024. The owners did renovations and moved in around the New Year, but they only got to enjoy the new finishes for a few months. In the spring of 2025, they began to notice stains on the walls.
«A month and a half later, the situation became much worse, and it was already clear that it was water. I went out into the stairwell and looked into the utility niche. I see — there»s standing water,« said Anna.
The Siberian woman said that she contacted the building management company, and a representative of the organization opened the niche and promised to deal with the problem. The situation was also reported to the residential complex«s developer — the Meta Group. The girl filed an official report about the incident in early June; the issue, according to her, was under review for two months.
«We went on vacation, returned on August 19, and the entire wall in the bedroom that borders the stairwell is completely wet,» explained Anna. «The paint has completely peeled off, the laminate has started to swell a bit from the bottom. And in the hallway, the walls that border the stairwell have bulged. The glass-fiber wall covering with paint has started to come off, and it became clear that black mold had appeared.»
The developer of the Tikhomirov residential complex is LLC Construction Company Meta, part of the eponymous Meta Group of companies. According to Kontur.Focus, LLC «Group Meta» was established in 2016, with co-founders Vladimir Yakovlevich and Vladimir Vladimirovich Martynenkov. At the end of 2024, the company«s revenue amounted to 166.1 million rubles (approximately $1.8 million at current rates), and net profit was 32.8 million rubles (approximately $364,400 at current rates). The group is the developer of the Yasny Bereg (Clear Shore) microdistrict.
According to Anna, in November the parties agreed on repairs. The Siberian woman provided an estimate for the work, but the documents were rejected because the prices were considered inflated.
«They said: »We will do it ourselves,«» recalls Anna. «They didn»t finish by December 25 (the repairs — Ed.), but much later. They worked to finish by the New Year so that we could celebrate the holiday at least in some state of repair. But this is absolutely, of course, not the same repair that we originally had.«
She admitted that during the repair, the developer«s contractors could arrive at any moment, which caused inconvenience for the owners. Despite the work, the walls of the apartment began to get wet from water again, Anna stated.
«They patched the holes in the brickwork, but what was the situation? They removed two tiles in the stairwell and found no cause. And in November, when they sealed it, water slowly started to seep out again,» the girl said. «Around December 20, the wall in our apartment began to get wet again, and at that moment we were in the middle of repairs.»
Two days after speaking with an NGS correspondent, Anna reported that the problem had been found in the heating system. A representative of the developer also contacted the Siberian woman regarding the repairs in the apartment.
«It»s Like Looking for a Hidden Crack«
The residential building is managed by LLC Dom-Komfort Tikhomirov. Details about the situation in the apartment were provided to NGS by Galina Panarina, service director of the Meta Group: she reported that the defect has been eliminated.
According to her, after the first appeal in June, specialists promptly eliminated the visible cause. But to guarantee a long-term result and prevent a recurrence, engineers needed time to check all related systems.
«It»s like looking for a hidden crack — the process requires observation. Unfortunately, it dragged on. In the end, we found and eliminated the defect in the common riser, which was the root cause. We sincerely thank the resident for her patience during this period of complex diagnostics,« said Galina Panarina.
It is clarified that, based on an expert assessment, the estimate provided by the Siberian woman was significantly higher than the average market cost for similar work in the region. The company offered to perform the entire range of work using a contractor with whom they have established long-term contracts and quality standards.
«At the same time, all work, including materials, would be free for the owner as part of fixing a warranty case. We were guided by the principle of optimal use of funds and guaranteeing the quality of the result. This proposal was discussed in detail and ultimately accepted by the owner,» explained the organization.
Galina Panarina reported that the main volume of finishing work in the apartment was completed in December. The parties decided that the final repairs, including fixing defects after the leak and cosmetic finishing, would be carried out by a contractor chosen by the owner.
The work is planned to be compensated based on an agreed estimate. Specialists added that all necessary agreements have been prepared.
«Thus, the issue is in the stage of practical closure, and the completion time is now determined by the schedule of the master chosen by the owner,» said Galina Panarina.
The apartment owner received apologies from the company for the inconvenience and distress she faced in this situation.
In November, several apartments in a building on Nikolai Sotnikov Street were flooded. The cause was meltwater.
