Funding for Omsk high-rise repairs halved, deadlines postponed

The major repairs of high-rise buildings in Omsk were discussed at a meeting of the city council«s committee on housing and communal services. According to Alexander Ryumkin, deputy director of the city»s public utilities department, last year 414.7 million rubles (about $4.6 million at current rates) were spent on work on «court-ordered» high-rise buildings. 47 buildings were fully repaired and 29 partially.
In 2026, only 201.4 million rubles (about $2.2 million at current rates) will be spent on repairing high-rise buildings that the city administration is obligated by court to bring up to standard — funding has been cut by more than half. Work is planned for only 20 buildings.
As committee chairman Sergei Frolov reminded, at one time the work on these high-rises became a heavy burden for the city administration. Over the past 10 years, nearly 300 out of 600 buildings have been repaired in one way or another. But the pace depends heavily on funding — there isn«t enough. For example, work on the remaining structures requires over 5 billion rubles (about $55.6 million at current rates).
Deputy Yury Archibasov inquired about the repair of buildings under the regional program.
«And why have the repair deadlines for a number of buildings been postponed by 5–6 years? People were very surprised,» the deputy asked.
Alexander Khomin, head of the regional major repairs fund, explained that last year major repairs were completed in 325 buildings in Omsk. This year, another 339 high-rise buildings will be brought up to standard. And this is a very costly type of work. This is exactly why the deadlines for work on high-rises have been postponed.
«Due to changes in federal legislation, the regional program has been adjusted. And the deadlines have been postponed for those buildings where repairs have already been completed. Moreover, the return of funds is provided for. Let»s say a building has accumulated a sum. If the repair turns out to be more expensive than the building has accumulated, then part of the funds is borrowed from the common pot. And the deadlines for the next major repair are adjusted until the building accumulates the borrowed amount,« Alexander Khomin reported.
