Curtains froze to windows in Novosibirsk dormitory

At 90 Lenina Street in Novosibirsk, temperatures in the apartments of a temporary housing dormitory dropped to +10…+14°C (50–57°F). Residents reported this to NGS.

Local resident Olga Chipenko said the temperature drop occurred during the severe frosts last week. She noted that some elderly residents kept their feet in basins of hot water to warm up.

«It»s warmer now because it«s warmer outside. And the radiators are hot. But at that time, the temperature in my room was +6°C (43°F). The heater was working constantly. The curtains froze to the windows, and my cat lived on the radiator those days,» said Olga Chipenko.

The dormitory is managed by JSC «MUK» (Municipal Management Company). A commission consisting of representatives from the city hall, the management company, and the Siberian Generating Company (SGC) visited the building recently. Olga Chipenko noted that the radiators became very hot before the commission«s arrival.

JSC «Municipal Management Company» was established in November 2017. Its general director is Maxim Romanov. The founder (as of 10 December 2025) is the department of land and property relations of the Novosibirsk city hall. Before that, the founder was JSC «Spetsavtokhozyaystvo», and earlier it was Anatoly Zykov, presumably the brother of the general director of MUP «SAKh» Andrey Zykov. Financial indicators at the end of 2024: revenue of 127.7 million rubles (approximately $1.5 million at current rates), a net loss of 3.9 million rubles (approximately $45,900 at current rates). It is a participant in government procurement contracts worth 30.5 million rubles (approximately $358,800 at current rates).

No one answered the phones at the management company. A detailed comment on the situation was provided to an NGS correspondent by the city hall, citing an investigation by the management company«s specialists.

«The management company provided information that in January 2026, the heat supply did not meet contractual conditions: the temperature schedule was not maintained, and there were no pressure differentials. Telegrams were sent to LLC »NTSK« about the need to eliminate the causes of the low coolant parameters,» the city hall responded.

The Siberian Generating Company (SGC) explained that the cause of the heat loss was the dormitory«s walls.

«The decrease in indoor temperature occurred due to above-standard heat losses through the building»s enclosing structures. It required adjustments in the heating unit and time to compensate for the heat losses and bring the temperature back to normal. The internal temperature in the residential premises has been restored and meets the standard,« SGC reported.

The enclosing structures of the house, SGC clarified, are the walls of the dormitory building.

The city hall also noted that if a management organization (management company, homeowners association, housing cooperative) fails to fulfill its obligations, property owners and residents should first contact the management company itself, and if it fails to act, to the State Housing Inspection (GHI) of Novosibirsk Region.

In mid-January, NGS reported on a possible difficult situation with heating in apartments that can occur during particularly cold days.
