Chelyabinsk Management Company Faces Fine for Flood That Killed Parrots

Hot water from a burst radiator flooded apartments for over three hours, leading to the death of pet birds.

The Chelyabinsk management company «Moy Dom Ural» could face a fine of up to 300,000 rubles (approximately $3,300 at current rates) for a heating system accident that occurred over the weekend at 173 Pobedy Avenue. As a result of the boiling water flood, two parrots in a cage died in one of the apartments.

In the apartment where the parrots died, the walls remain damp.

The Chelyabinsk Region Prosecutor«s Office conducted an on-site inspection on January 22 and found that the management company acted too slowly in dealing with the accident. Hot water from the damaged radiator gushed into adjacent premises for over three hours. Heating in the affected apartments was restored only a day after the incident.

An administrative case has been initiated against the management company under Part 2 of Article 14.1.3 of the Code of Administrative Offenses of the Russian Federation («Carrying out entrepreneurial activity in the management of apartment buildings in violation of licensing requirements»).

The sanctions under the article provide for:

for officials — a fine from 50,000 to 100,000 rubles (approximately $556 to $1,100 at current rates) or disqualification for up to three years;
for legal entities — a fine from 250,000 to 300,000 rubles (approximately $2,800 to $3,300 at current rates).

The prosecutor«s office clarified that the responsibility for the direct burst of the radiator lies with the owner of the apartment where the accident occurred. The owners of the flooded premises have the right to seek compensation for damages from her through the court. The management company is being held accountable for the untimely elimination of the consequences of the utility emergency.

On the same weekend in Chelyabinsk, another serious heating system accident was recorded, as a result of which boiling water flooded the entrance, and one resident suffered leg burns.

LLC «Moy Dom Ural» was established in May 2019. The company«s founders are JSC »Nash Service« and Oksana Emelina with a 1% share. The firm»s director is Dmitry Vyacheslavovich Ivanov.

According to 2024 data, the organization«s revenue amounted to 508 million rubles (approximately $5.6 million at current rates), net profit — 378 thousand rubles (approximately $4,200 at current rates).

The company manages apartment buildings in the Kalininsky, Tsentralny, and other districts of Chelyabinsk.

The management company «Moy Dom Ural» has been among the leaders in the number of resident complaints for several years. In December 2025, its director was removed from position due to missing the start of the heating season.
