Chelyabinsk Firm Faces Fine Over Parrot Deaths in Flood

A management company in Chelyabinsk could be fined up to 300,000 rubles ($3,300 at current rates) for a boiling water flood that lasted over three hours and killed two parrots.

The management company LLC «Moy Dom Ural» faces a fine of up to 300,000 rubles (approximately $3,300 at current rates) for a boiling water flood that occurred last weekend at 173 Pobedy Avenue in Chelyabinsk. In addition to damaged repairs, one resident lost two parrots in the utility emergency; they were essentially boiled alive in their cage.

The results of an on-site inspection on Thursday, January 22, were shared by the regional prosecutor«s office. Inspectors found that the management company was too slow in taking measures to address the accident. As a result, hot water gushed from a radiator and flowed into neighboring apartments for more than three hours. Heating was restored to the apartments only a day after the incident.

An administrative case has been initiated under Part 2 of Article 14.1.3 of the Code of Administrative Offenses of the Russian Federation («Carrying out entrepreneurial activities in the management of apartment buildings in violation of licensing requirements»). The article provides for penalties — for officials from fifty thousand to one hundred thousand rubles (about $550–$1,100 at current rates) or disqualification for up to three years; for legal entities from two hundred fifty thousand to three hundred thousand rubles (about $2,800–$3,300 at current rates).

It is unknown who will be held directly responsible for the radiator burst itself. If the apartment owner«s guilt is proven, the owners of the affected premises can seek compensation from her through the court. The management company, however, is being held accountable for the sluggish elimination of the emergency situation.

Recall that over the weekend in Chelyabinsk, two major heating radiator accidents occurred simultaneously. In the first case, boiling water flooded the entrance, and one resident scalded his feet. In the second — several apartments and commercial premises were affected, and in one apartment, parrots were boiled alive.

LLC «Moy Dom Ural» was established in May 2019. According to the service «Kontur.Fokus», the founders are JSC «Nash Servis» and Oksana Emelina (she has 1%). The director is Dmitry Vyacheslavovich Ivanov. Official revenue in 2024 amounted to 508 million rubles (about $5.6 million at current rates), net profit — 378 thousand rubles (about $4,200 at current rates). The company manages apartment buildings in the Kalininsky, Central, and other districts of Chelyabinsk. For 2025, data on the company«s performance is not yet available.

Recall that the management company «Moy Dom Ural» has been at the top of resident complaints for several years. In December, its director was suspended from work due to the disruption of the heating season.
