Rural Doctor Accused of Skipping Duties for Private Clinic Work

Another healthcare scandal has erupted in Volgograd Region. Residents of Tary village in Ilyovlinsky District noticed a local paramedic working at a private clinic established by top managers of Ilyovlinskaya Central District Hospital (CRB). According to locals, at the same time, the medical worker was supposed to be seeing patients at his primary workplace, and all complaints about the quality of medical care are being ignored. The hospital itself claims that no one has filed any complaints but stated they are ready to conduct an internal inspection.

The Joy Was Short-Lived

«A year ago, a rural paramedic joined our FAP (paramedic station),» says a resident of the village, who asked to remain anonymous for obvious reasons. «They built us a new FAP with the latest technology so we wouldn»t have to travel to Ilyovla. We were very happy because the paramedic was knowledgeable. All residents were delighted, but the joy didn«t last long. For six months, we knew that from Monday to Friday, 8:00 AM to 4:00 PM, we could find the paramedic at the FAP. However, in the last six months, getting an appointment with him has become a challenge. We went once — the FAP was closed, we went twice — closed. In the chat, the paramedic writes that he»ll be in on Friday. So, the FAP is closed all week, the paramedic is working who knows where, while drawing his salary and payments.«

The secret of the paramedic«s absence from his workplace was suddenly revealed.

«I needed to get some tests done,» the woman continues. «At Ilyovlinskaya CRB, they told me the quota for these tests had run out and sent me to »Health+«, which was opened by Agaoraz Nuryev and Yelena Mikhaylenko. What a surprise when in the private clinic, our paramedic from Tary was drawing blood. We went to the polyclinic with this issue, but no one there would even talk to us; they said all questions should go to the chief physician. Neither Mikhaylenko nor Nuryev were at their workplaces at that moment — either they were on sick leave or on vacation, and the chief physician was completely unreachable. This paramedic is a »Rural Doctor«. He got this position and the benefits and payments under the program to provide medical care specifically in our rural settlement, not to work at a private clinic to the detriment of his direct duties. And this is happening, apparently, with the silent permission of the management. After all, the owners of the »Health+« clinic are none other than the deputy chief physicians of our own Ilyovlinskaya CRB!»

Where is the Justice?

The villagers are sure — violations of the law are evident:

«A state paramedic is absent from his post during working hours and works in a private structure. He»s not even officially employed there. This is a direct failure to fulfill his duties under the «Rural Doctor» program and creates a conflict of interest for the hospital leadership,« say the residents of Tary. »The situation looks as if the inspection and control system is completely detached from reality. On paper — everything is clean. In practice — our FAP is closed in the morning, and the medical worker we trust with our health is at that time serving patients at the commercial clinic of his bosses. Where is the justice and where should residents turn to finally be heard?«

It was not possible to get a detailed comment from the paramedic of Tary village, Aleksandr Chasovskoy — when calling his mobile phone, an answering machine picked up, messages in messengers remained unread. Later, he called back, listened to the question, inquired who had complained, and stated that he would leave this issue without comment. Meanwhile, at the «Health+» clinic, the administrator confirmed that one can see paramedic Chasovskoy, who handles blood draws for tests, any day:

«He works every day except Saturday and Sunday, from 8:00 AM to 9:45 AM,» answered the clinic when called to ask about the paramedic«s working hours.

The health committee has already stated that they instructed the chief physician of Ilyovlinskaya CRB to look into the situation, conduct an inspection, and provide information on why people cannot get appointments during the FAP«s working hours to the health committee.

«I Was Forced to Resign»

Recall that Ilyovlinskaya CRB has already been at the center of scandal twice. In March 2025, ultrasound doctor Yuliya Yermakova was forced to resign from the private clinic «Health+», which belongs to Agaoraz Nuryev and Yelena Mikhaylenko. Details of this story we published in a separate article.

«For a month, I was trying to quit from there, they threatened me with articles and everything else, but nothing worked. I had three lawyers, they had to fulfill all obligations to me and return my work book. Nevertheless, after going to the administration and the hospital, I didn»t find a workplace, although my family is here, children go to school here, I was forced to work in Volgograd,« says Dr. Yermakova. »I worked in Volgograd for three months; you need to live on something. After three months, I opened my own ultrasound room. I opened it, I work, and then the adventures continue. Starting from obstacles during certain commissions, to people not accepting ultrasound protocols issued by me. They only take from the «Health+» clinic, saying my opinion is not expert, even though I worked at «Health+» for 7 years and now work for a Moscow firm.«

In autumn 2025, therapist Mayagozel Nuryeva complained about the actions of Agaoraz Nuryev and Yelena Mikhaylenko. The woman asserted that the hospital leadership, including her relative, created unbearable conditions for her, prohibiting her from issuing sick leave certificates to the institution«s employees, and the top management not only issued long sick leaves to each other but also openly lobbied for the interests of their private clinic, where they redirected patients.

«No One Has Filed Complaints»

In the health committee of Volgograd Region, in response to residents« claims, they stated that the feldsher-midwife point in Tary village operates according to the approved schedule. At Ilyovlinskaya CRB, in turn, they clarified that no residents of the district or hospital staff have filed complaints with the reception of GBUZ »Ilyovlinskaya CRB«, and added that the editorial request was forwarded to the prosecutor»s office for an inspection and, if necessary, measures of prosecutorial response.

Meanwhile, after the publication about the scandal around the therapist of Ilyovlinskaya CRB, Roszdravnadzor (the Federal Service for Surveillance in Healthcare) stated that assessing what is happening in the clinic is beyond the authority of the supervisory body, but added that all licenses for the clinic are valid, and the right to conduct medical examination for contraindications to driving is absent. Also, the department clarified that the deputy chief physicians of Ilyovlinskaya CRB, Yelena Mikhaylenko and Agaoraz Nuryev, do not work in other medical institutions. The health committee and other supervisory bodies also announced the start of inspection measures regarding Ilyovlinskaya CRB, but their results are unknown at the time of publication.
