Residents of Moscow have started using electronic medical records 1.5 times more often. Most of them view their EMRs most frequently between 9:00 and 12:00, with the most popular sections being «Tests», «Appointments», «Studies», and the «Health Diary». Various indicators can be entered into it: pulse and rhythm, weight and height, body temperature, blood sugar and oxygen levels, and blood pressure.

This data was recorded for 2025. The growth in the service«s popularity is attributed to its 24/7 access, which allows patients to monitor their health more actively.

— Patients can view their medical data—test results, studies, doctors« prescriptions, and other important information—at any time and place. In 2025 alone, over 660 million accesses to the service were recorded—almost one and a half times more than the previous year—and the total number since Moscow residents gained access to EMRs has exceeded 1.6 billion. Virtually all accesses are through the mobile app »EMIAS.INFO«, clarified Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

The electronic medical record is a key element of Moscow«s digital healthcare ecosystem. It allows for personalized management of each patient at all stages—from diagnosis and treatment to follow-up observation.

For parents of newborns in resuscitation and neonatology departments, 24/7 video monitoring is available in the EMR.

All Moscow residents aged 15 and older who have a compulsory health insurance policy can use the service. To do so, they need to register on the portal mos.ru. Holders of a full account have automatic access to the electronic medical card.
