Clinics Without Registration Desks Planned for Transbaikalia by 2030

The pilot project «Clinic Without Registration Desk,» launched in 2025 in Chita, is planned to be replicated in the districts of Transbaikalia. This was announced on January 23 at a round table on the results of healthcare work in the region, organized by «Chita.Ru,» by Deputy Health Minister of the region Roman Dudenko.
«We launched the project on the initiative of Minister Oksana Nemakina in a number of medical organizations in our city – the regional center (KMC, DKMC – Ed.). And, after receiving feedback through surveys, we saw that public satisfaction has increased. It has become more convenient and comfortable. Although there was misunderstanding at the initial stages. Now we will replicate the project to other districts,» said Dudenko.
Minister of Health of the region Oksana Nemakina also confirmed that any innovation is initially perceived negatively, and the transition period is difficult. But the project «Clinic Without Registration Desk» has already begun expanding in 2025. For example, to the clinic of the Chita Central District Hospital, where repairs were carried out under a national project. In 2026, the project will expand to the districts of the region, and by 2030 it should cover almost all such medical organizations in the region.
«This is truly completely new for us. For example, in Moscow, this type of work with primary care patients has long been applied. That is, there are information kiosks, an administrator, no registration clerks, no cards, nothing. The patient comes and, through a device using »Gosuslugi,« gets their ticket, chooses a convenient time for receiving medical services, and goes to the appointment. You can immediately take a ticket and go straight to the appointment if there are slots. At first, of course, it was difficult, but now we really receive mostly positive feedback from patients. What»s interesting is that we were worried that our older generation wouldn«t be able to master this option right away. It turned out that they even like it more than the young people. Such a paradox,» commented Nemakina.
At the same time, she noted that the possibility to make an appointment by phone still remains for now, hotlines are operational.
