In Russia, a proposal has been made to provide free first higher education in universities and colleges. This would apply to several professions including doctors, teachers, engineers, and programmers. The initiative was announced by State Duma deputy Sergey Mironov.

“I believe that first education in universities and colleges should become free, at least for those specialists that our country desperately needs. These are future teachers, doctors, engineers, scientists, programmers. The personnel that we very much need. So why are they studying for money? They should be trained for free,” Mironov stated.

He noted that students experience high workload and stress, so the state needs to support them.

As another support measure, the parliamentarian proposes an increase in scholarships to the subsistence minimum. If the initiative is adopted, students would receive more than 18,000 rubles monthly (about $200 at current rates).

Earlier, we reported that students have gained the opportunity to receive financial support and even transfer to state-funded places. However, this will not affect all students. Details can be found here.
