Nearly 400 SVO Participants, Children Enter Omsk Universities
Nearly 400 participants of the special military operation and their children have enrolled in Omsk universities this year. The number of such preferential admissions has risen by 1.7 times compared to 2024.

In 2025, at least 393 people enrolled in universities in the Omsk region under quotas for participants of the special military operation and their children, according to NGS55.RU based on data from the Russian Ministry of Education and Science. Compared to 2024, the number of such beneficiaries admitted to bachelor«s and specialist»s degree programs increased by 1.7 times or by 164 people.
Last year, 390 people were enrolled in state universities: 316 in bachelor«s programs and 74 in specialist»s programs. Of these, 309 chose full-time study, 9 chose evening study, and 72 chose correspondence study. Three people enrolled in private universities, two of them in bachelor«s programs. All are in daytime departments.
Of the 393 first-year students admitted under the «special operation» quotas, 333 (85%) are children of SVO participants; last year their share was smaller, only 72% (165 people).
In total, SVO participants and their children submitted 2,609 applications to Omsk universities, which is 2.5 times higher than the 2024 figure.
Recall that under quotas, veterans of combat operations, Heroes of Russia and those awarded three Orders of Courage, military personnel, employees of law enforcement agencies, mobilized individuals, contract servicemen, and their children can enroll in higher educational institutions. The quota is at least 10% of the total number of state-funded places for each field of study. A separate competition is held for these places.
Heroes of Russia, three-time recipients of the Order of Courage and their children, as well as children of deceased or wounded participants of the special operation, pass without entrance exams (except for additional creative or professional orientation), while others need to achieve minimum scores on the Unified State Exam (USE) for each subject.
