Kindergarten cold linked to poor coal quality at boiler house

A kindergarten in the Transbaikal region has been operating in temperatures as low as 5°C (41°F). The regional prosecutor's office has linked the issue to substandard coal delivered to the boiler house and has launched an inspection.

Poor heating at the Buratino kindergarten in the village of Mogoituy, Transbaikal region, where parents say temperatures are between 5–11°C (41–52°F), is preliminarily linked to poor-quality coal delivered to the boiler house. This was reported on 26 January in the Telegram channel of the regional prosecutor«s office.

It was earlier reported that during the peak of the frost, the kindergarten did not operate for about a week. Now, only a few children from the entire group attend the kindergarten, as parents are not leaving them there due to the cold.

«The prosecutor»s office of Mogoituysky District has organized an inspection following media reports about improper temperature conditions at the Buratino kindergarten in the village of Mogoituy. According to preliminary data from the municipality and the resource-supplying company Mogoituyskie Teploseti LLC, the reason for the non-compliance of the temperature regime in educational institutions could be the non-conforming supplied coal. During the inspection, an assessment will be made of compliance with legal requirements for providing utilities of proper quality and ensuring the safety of the educational process,« the statement said.

Acting Deputy Chairman of the regional government and head of the Agin-Buryat District administration, Ananda Dondokov, in a conversation with a Chita.Ru correspondent on 26 January, confirmed there were heating problems in the kindergarten.

«The first reason is the dilapidated building. The second reason is the poor coal, so the heat supply organization could not ensure compliance with the temperature regimes. But we have sorted it out. Now the temperature in the bedrooms is 15°C (59°F). But a major repair is necessary there — but that is a separate topic. It is not a one-day job. But we have talked with the head of the district, Bolot Namzhilov, to at least replace the windows this summer to create a more or less proper thermal envelope. And using its own budget, the Mogoituysky District will carry out the necessary work in the summer as much as possible,» Dondokov commented.
