Samara lawyer outlines five overlooked benefits

Sergei Belevitin, author of the public channel «Lawyer-Hedonist Samara», has outlined in his blog several benefits that may apply in different circumstances.
Social Contract for Starting a Business
«Support for low-income citizens and families. You can receive up to 350,000 ₽ (approximately $3,900 at current rates) to start your own business: for equipment, rent, supplies, etc. Application is through social protection authorities or the local administration website,» the lawyer explained.
Supplement for Pensioners with Dependents
The supplement is due to pensioners if they support:
children under 18;
full-time students under 23;
disabled individuals;
pensioners.
The supplement is 3,195 ₽ (approximately $36 at current rates) per dependent, with a maximum for three. It is often assigned automatically, but sometimes an application to the Social Fund of Russia (SFR) is required.
Property Tax Deduction for Large Families
Owners with many children can reduce their housing tax. In addition to the standard deduction:
+5 sq. m per child for an apartment or room;
+7 sq. m for a residential house.
«If the benefit is not accounted for, an application should be submitted to the tax office,» advised the lawyer. «From January 2026, the right remains even if there are full-time student children under 23.»
Right to Part-Time Work
The employer is obliged to establish part-time hours upon request:
pregnant woman;
parent of a child under 14 or a disabled child under 18;
person caring for a sick family member.
Refusal is a violation of the Labor Code of the Russian Federation.
Free Training Through Employment Center
The state pays for vocational training for:
final-year students;
unemployed individuals;
mothers on maternity leave (children under 3);
women with children under 7;
pre-retirement individuals aged 50+;
workers at risk of dismissal.
«Applications for such training are submitted through the »Work Russia« portal,» Sergei clarified.
