Primorye Deputies Adjust Budget, Reallocate Construction Funds

The budget adjustment directed the most funds towards urban environment improvements in Primorye.
Expenditures in Primorye have increased by another 2 billion rubles (approx. $27 million at current rates), with part of the budget funds reallocated to the construction of important facilities, such as a school on Patroclus. These were the results of the first budget adjustment in 2026, approved at a regular session of the Primorye Legislative Assembly.
Overall, as a result of the January adjustment of the regional budget, the total volume of expenditures increased for 10 regional programs. Funding decreased for five state programs.
- revenues — 255.8 billion rubles (approx. $3.5 billion);
- expenditures — 293.1 billion rubles (approx. $4.0 billion);
- deficit — 37.3 billion rubles (approx. $500 million).
According to Galust Akhoyan, chairman of the committee on budget and tax policy and financial resources, the main goal of the adjustment is the distribution of balances that formed on budget accounts at the beginning of the current year. These include targeted funds from the budget infrastructure and special treasury loans, the Territorial Development Fund, as well as donations from international holding companies to support investment projects.
«In total, thanks to these funds, the expenditure part of the regional budget for 2026 has been increased by 2.1 billion rubles (approx. $28 million). Furthermore, the amendments have reallocated funds for construction projects, as noted in the documents presented to deputies, due to objectively identified needs,» the deputy«s report states.
The program for providing residents of Primorye Territory with affordable housing and quality utilities received the largest addition — 1.5 billion rubles (approx. $20 million). Budget funds will go towards infrastructure development in Bolshoy Kamen, major repairs to the historical center of Vladivostok, landscaping of territories, and other important projects.
Also, as a result of the budget adjustment, additional funds were allocated for the construction and repair of water supply and sewerage systems in municipalities, providing land plots for large families with necessary engineering infrastructure, relocating residents from dilapidated houses, and major repairs of apartment buildings for orphaned children.
The education development program received additional funding of over 984 million rubles (approx. $13 million). From this amount, 351 million rubles (approx. $4.7 million) will go towards the construction of kindergartens in the Ussuriysk urban district. In Vladivostok and the settlement of Svetlaya in the Terneysky district, expenditures have been increased for the construction of a kindergarten in the Sadovy microdistrict and two schools — on Patroclus and in Svetlaya. However, because of this, budget funds for the reconstruction of Vozdvizhenskaya Secondary School No. 1 were cut. At this school, a wall collapsed last year, and plans were made to build a new building, but it has not yet been erected.
For healthcare development, an additional 780 million rubles (approx. $10.5 million) were allocated. These funds will be directed to the construction of facilities listed in the regional targeted investment program. The list includes: children«s and adult polyclinics in Trudovoy, Nakhodka, and Vladivostok, as well as in Lazo, Novopokrovka, and Yakovlevka. It is planned to build clinical infectious diseases hospitals in the regional center and in Uglekamensk of the Partizansky urban district, as well as an annex to the hospital for war veterans. It is important to note that the construction of a polyclinic in the Mikhaylovsky municipal district has been postponed to 2027.
The budget for the physical culture and sports development program was reduced by 633 million rubles (approx. $8.6 million). Expenditures decreased for the construction of two sports complexes: in the Snezhnaya Pad microdistrict in Vladivostok (due to project delays) and in Bolshoy Kamen (due to the lack of a contract). At the same time, funding increased for indoor ice arenas in Kavalerovo and Dalnegorsk, as well as for sports complexes in Partizansk and Luchegorsk. Additionally, funds were allocated for the construction of the multifunctional shooting center «Vostok» in the Nadezhdinsky district.
In the villages of Roshchino and Vostretsovo of the Krasnoarmeysky district, expenditures on anti-flood measures were cut by 395 million rubles (approx. $5.3 million) as part of the environmental program. Also, funding for social support of the population decreased by almost 226 million rubles (approx. $3.1 million). The budget for the development of gas infrastructure and energy decreased by 106 million rubles (approx. $1.4 million), and expenditures on the transport sector decreased by 28 million rubles (approx. $380,000).
