Authorities announce new cold water tariffs for Yaroslavl residents

The Ministry of Tariff Regulation has announced the average tariffs for cold water and wastewater disposal in Yaroslavl Oblast after the increase that took effect on January 1, 2026.

‘The average index for changes in citizens« payments for utility services has been set at 1.7% for all regions of the Russian Federation. This change is due to an increase in the base rate of value-added tax (VAT) from 20% to 22%’, the Ministry explained.

Specialists noted that tariffs have been changed for 42 organizations in the region that are responsible for supplying cold water to homes and organizations, as well as for wastewater disposal. As a result, the average economically justified tariff for drinking water in the region is 52.25 rubles per cubic meter (including VAT, approximately $1 at current rates), and for wastewater disposal — 41.55 rubles per cubic meter (including VAT, under $1 at current rates). For the population, preferential tariffs have been set: the average for cold water is 48.26 rubles per cubic meter (including VAT, approximately $1 at current rates), and for wastewater disposal — 37.02 rubles per cubic meter (including VAT, under $1 at current rates).

According to information from the organization«s website, the tariff for drinking water supply services for all consumer groups from »Yaroslavlvodokanal« as of January 1, 2026, is 35.46 rubles per m3 (excluding VAT, under $1 at current rates), 43.26 rubles per m3 (including VAT, under $1 at current rates); from October 1, 2026, it will be 39.68 rubles per m3 (excluding VAT, under $1 at current rates), 48.41 rubles per m3 (excluding VAT, approximately $1 at current rates). Before January 1, 2026, the tariff excluding VAT was the same, with VAT — 42.55 rubles per m3 (under $1 at current rates). The tariff for wastewater disposal as of January 1, 2026 — 26.69 rubles per m3 (excluding VAT, under $1 at current rates), 32.56 rubles per m3 (including VAT, under $1 at current rates); from October 1 — 30 rubles per m3 (excluding VAT, under $1 at current rates), 36.6 rubles per m3 (including VAT, under $1 at current rates). Before January 1, 2026, the tariff excluding VAT was the same, with VAT — 32.03 rubles per m3 (under $1 at current rates).

‘The difference between the economically justified and preferential tariffs is compensated to the organizations from the regional budget’, the ministry explained.

Residents of the region can apply for a subsidy when paying for utility services if the costs for utilities and housing services exceed 22% of the total income of all family members. To receive this social support measure, it is necessary to apply with an application to any client service of the State Treasury Institution «Unified Center for Social Payments».

Recall that another tariff increase in Yaroslavl Oblast will occur on October 1, 2026. It is expected that from this date, utility payments will increase by an average of another 14%.

Since January 1, tariffs for housing maintenance and repair have also increased in Yaroslavl.
