The Investigative Committee has initiated a criminal case due to an attack by a pack of stray dogs on two people in the center of Voronezh. This was reported by the agency on January 23.

The first victim of the attack was a child — the dogs pounced on him near house No. 32 on 25 Oktyabrya Street. It then became known that on the same street, stray dogs also bit a woman. According to her, she was just walking by when one of the animals attacked her without reason.

Residents of 25 Oktyabrya Street linked the gathering of stray dogs to accumulated garbage near the houses — Voronezh residents say it hasn«t been removed since the end of December. Piles of waste bags attract the dogs. The residents» assumption has already been confirmed by the prosecutor«s office: the prosecutor of the Central District personally verified that the waste removal schedule was violated by the regional operator »Ecotekhnologii«. Now the prosecutor»s office is preparing materials to initiate an administrative case against the operator.

And the Investigative Committee has initiated a criminal case under the article of the Russian Criminal Code on negligence. The chairman of the Investigative Committee of Russia, Alexander Bastrykin, has already ordered to report to him on the progress of the investigation.

Attacks by stray animals on people are not new for Voronezh. Dogs gather in packs all over the city and terrorize not only streets but entire neighborhoods and SNT (horticultural non-commercial partnerships). Recently, Voronezh1.ru reported on one such situation from a resident of SNT «Shinnik-1». Read more in our article.
