Prosecutors find Plavsk administration guilty in stray dog attacks

An inspection has found that local officials failed to properly oversee a contract for capturing stray dogs, which has led to multiple attacks on people in the district.

The prosecutor«s office in the Plavsky district launched an inspection following reports of a large number of stray dogs and multiple attacks on people.

The investigation found that the local administration has a contract with a specialized organization for capturing animals, signed in March 2025. However, oversight of its execution is inadequate. This is evidenced, in part, by the number of residents who sought medical help after being bitten by stray animals.

Furthermore, the administration itself did not conduct monitoring to determine the exact number of stray animals within the district. Requests for their capture were submitted untimely.

Based on the inspection results, the prosecutor«s office issued an official notice to the head of the administration — the document is currently under consideration.

Additionally, an administrative case has been initiated against an official of the administration for violating animal welfare legislation, resulting in harm to people«s health.

Beyond this, the prosecutor«s office is overseeing the investigation of a criminal negligence case initiated against unidentified employees of the Plavsky district administration. The case concerns the improper performance of duties in organizing the capture of stray animals.

Earlier, we reported that several animal attacks were recorded in the city. People were injured as a result of bites. Attacks on domestic animals were also reported.
