Prosecutor Opens Administrative Cases Against Antidogkhunter Shelter

The prosecutor«s office of the Kirovsky District has initiated administrative cases against the animal aid foundation »Emergency Station« Antidogkhunter. Two weeks ago, the foundation»s shelter became the center of a scandal — emaciated and dead dog bodies were found there. Police opened a criminal case on the grounds of animal cruelty.
On January 11, animal rights activists found emaciated and dead dogs at the shelter of the animal aid foundation «Emergency Station» Antidogkhunter. However, none of the station«s employees were present on site. On January 13, veterinary inspectors and the prosecutor»s office arrived for an inspection, but staff were only allowed inside after police arrived. Specialists agreed with Antidogkhunter president Ekaterina Fominykh that the sickest animals would be transported to a municipal shelter.
Semyon Filippovsky is considered the head and curator of the shelter of the «Emergency Station» foundation Antidogkhunter. However, according to the service «Kontur Focus,» he is not among the founders or directors of the organization. The foundation«s president is Ekaterina Fominykh.
Later, volunteers stormed the station«s gates and carried out more than ten dogs to take them to veterinary clinics and private shelters. Ekaterina Fominykh was at the shelter during the storming. When some animals were taken to the municipal shelter, the remaining ones were handed over to other volunteers with a receipt. Afterwards, Semyon Filippovsky recorded a video in which he claimed that Ekaterina Fominykh was beaten by a crowd, and that volunteers scattered feed and opened enclosures on purpose.
Police opened a criminal case, but not against a specific organization or individual, rather on the grounds of animal cruelty. Later, it turned out that at Antidogkhunter, not only dogs but also a red-listed white-tailed eagle lived in poor conditions — the bird was rescued and handed over to specialists.
The curator of the animal aid station, Semyon Filippovsky, advised 59.RU journalists to «gather less gossip» and claimed that the organization«s workers bought the feed themselves and tasted it, and that they have all the documents. In a large profile, we reported what is known about Filippovsky.
Today, the prosecutor«s office of Perm Krai reported that after publications in the media, together with veterinary inspectors, they conducted an inspection at Antidogkhunter and found violations of legislation on responsible treatment of animals. The department reported that at the time of the inspection, there was no veterinary point at the station. Moreover, in most enclosures, there were no bowls for water and food, as well as bedding for dogs. For a long time, no one had cleaned up at the shelter.
«Violations were identified in the storage of used medicinal preparations, including the presence of drugs with expired shelf life,» the prosecutor«s office reported. »Animals were in a state of extreme exhaustion and dehydration, some animals died.«
The prosecutor«s office initiated administrative cases against the »Emergency Station« foundation under the articles »Non-compliance with requirements for keeping animals,« »Violation of rules for animal quarantine or other veterinary-sanitary rules,« »Concealment of information about simultaneous mass diseases of animals,« and »Violation of veterinary-sanitary rules for transportation, driving, or slaughter of animals.«
The veterinary inspection and Rosselkhoznadzor (the Federal Service for Veterinary and Phytosanitary Surveillance) will review the materials of the prosecutor«s inspection. The prosecutor»s office wants to achieve in court that the management of «Emergency Station» eliminates the violations. The department clarified to a 59.RU journalist that they will give a criminal-legal assessment of the actions of the foundation«s leaders and employees regarding the criminal case opened by police. The prosecutor»s office is supervising the investigation.
