Prosecutor's Office Warns Voronezh Firms Over Snow Removal

The prosecutor«s office continues its demonstrative educational campaign for officials and utility workers under the code name »Winter has come — time to work.« For some, the snow and ice in January were clearly a surprise, because Voronezh turned into a skating rink and got stuck in traffic jams. Mayor Sergey Petrin has already received a warning from the supervisory authority demanding that order be restored and the guilty be punished; several management companies in the Kominternovsky district have been charged. Now, the Prosecutor«s Office of Voronezh Region has announced a new list of potential fine recipients — among them five management companies that are responsible for high-rise buildings in the Zheleznodorozhny district:
— «Zhildomservis»;
— «Stabilnost»;
— «Sovremenny Uroven»;
— «Rodnik»;
— «AVA-krov».
Prosecutors have initiated administrative offense cases against the directors of the companies under Part 2 of Article 14.1.3 of the Code of Administrative Offenses of the Russian Federation — for managing apartment buildings in violation of licensing requirements. The materials are under consideration by the State Housing Inspection. The heads of the management companies, as officials, face a fine from 50,000 to 100,000 rubles (approximately $500–$1,000 at current rates) or disqualification for up to three years.
In addition, a warning has been issued to the head of the «Consumer United Housing Construction Cooperative »Sovetsky-1«» (PZhK «POZHSK Sovetsky-1») — this is also a management company that oversees high-rise buildings in the Sovetsky district. And for greater persuasiveness — a case has been initiated for inaction in maintaining residential buildings under Article 7.22 of the Code of Administrative Offenses of the Russian Federation. The fine under it is impressive — from 4,000 to 5,000 rubles (approximately $40–$50 at current rates) — but here, apparently, the calculation is on the inevitability of punishment and the reputational shadow.
As an example that everything is serious, prosecutors cited the Kalacheyevskaya management company «Stimul»: its director has already been fined 25,000 rubles (approximately $250 at current rates) for poor snow and ice removal under Article 14.1.3 of the Code of Administrative Offenses of the Russian Federation. However, for some reason, the fine was 25,000 instead of 50,000 to 100,000. Nevertheless, the supervisory authority reminded: in case of malicious violation of the law — if order in the courtyards is not restored even after preventive warnings — management companies may be deprived of their licenses.
