Heating not restored for a month in Rostov after thermal plant accident

In the five-story building at Voroshilovsky, 101 in Rostov, normal heating has not been restored after the accident at Thermal Power Plant No. 2, which occurred on December 15. Temperatures in apartments can drop to 16 °C (61 °F), a resident of the building told 161.RU.

The problem has been ongoing since mid-December: temperatures in apartments on average do not rise above 20 °C (68 °F). And in Rostov, the last week has seen a severe cold snap. As the resident says, they submitted the latest request to the management company.
“I called yesterday, submitted another request from the building, and they said something like: «Well, what do you expect, it»s winter, everyone is cold.« But last winter, my apartment was 24–25 °C (75–77 °F), and this winter it»s 18–19 °C (64–66 °F) on average. And this morning it was 16 °C (61 °F). When it was warmer outside, it wasn«t as noticeable, I guess,” Victoria told 161.RU.
Emergency crews from RTS have come several times. The last time was on Saturday, January 17. As Victoria recounts, they carried out work in the basement, but the heating situation has not changed.
RTS told 161.RU that there are no defects in this section. Today, January 20, specialists will come to the building to investigate the situation. It was not possible to promptly obtain a comment from the management company «New Century», which services the building. The editorial office of 161.RU has sent a request to the company.
Heating in several districts of Rostov was turned off on December 15 due to a defect at Thermal Power Plant No. 2, and heat was supposed to be restored on December 16. But the work dragged on, and eventually normal heat supply was promised to be restored by December 31. A recalculation was made for the missing utilities, but many residents remained dissatisfied with it. Some received a recalculation of 50 rubles (approximately $1 at current rates), while others saw their bill amount increase. Later, RTS promised to fix the situation.
