A «yellow» danger level is expected in Ulyanovsk on January 30, according to the regional Hydrometeorological Center. Forecasters warn the city will be hit by heavy snow and a blizzard, with possible snowdrifts and icy conditions on roads. The Ministry of Emergency Situations (EMERCOM) recommends residents avoid leaving buildings unless necessary. Drivers are advised to limit travel.

As explained by the Hydrometeorological Center, atmospheric pressure is dropping under the influence of a trough from a western cyclone. The southwest wind will strengthen in the coming days. An influx of warm, moist air will cause daytime and nighttime temperatures to rise 3-6 degrees Celsius (5-11 degrees Fahrenheit) above the climatic norm. Precipitation of varying intensity is expected in the final days of January.
