The authorities of Murmansk are preparing a document that will establish unified rules for the handling of personal mobility devices within the city limits. This concerns a draft regulatory act posted on the «Open Electronic Region» platform, as reported by the publication «Bi-port».
Personal mobility devices refer to compact mechanized devices with one or several wheels (or rollers) designed for the movement of one person. This category includes e-scooters, hoverboards, monowheels, Segways, electric skateboards, and similar technology.
The use of such devices in public spaces is proposed to be regulated by special rules that will be approved by the city administration. The document envisions a number of new requirements and prohibitions.
In particular, it is planned to restrict the movement of personal mobility devices on certain sections of urban infrastructure, prohibit their chaotic parking outside specially designated zones, and introduce control over compliance with speed limits.
Companies providing personal mobility devices for rent will be required to technically eliminate the possibility of violating established norms. For this, devices will need to have software installed that prevents exceeding speed or riding double. Moreover, all personal mobility devices will have to have visual identifiers, including registration numbers.
It is assumed that the new rules will come into effect on September 1, 2026.
