Developer Markup Exceeds 200% as New Housing Costs Shift in Tyumen

Over the year, the construction cost of housing in the Tyumen region increased by 10.4%, according to data from the unified development institute in the housing sector. Experts believe that this directly influences the final price of new housing. This is linked, in particular, to recent changes in the tax base, but not only.

«The rise in construction costs is due to the increased cost of building materials, higher logistics expenses, a shortage of labor following the tightening of migration legislation, and the high key rate of the Central Bank. At the same time, preferential mortgages continue to support buyer demand, preventing prices from falling. It is premature to talk about price stabilization, especially considering expected changes in mortgage programs,» says Anna Gavrina, an expert at the service «Objectiv.RF» in Tyumen.

She also notes that expecting a significant price drop for new apartments in Tyumen is not advisable: the market has shifted from sharp jumps to more moderate but stable growth in the cost per square meter.

Developer companies are looking optimistically but cautiously towards 2026.

«There will be stable inflationary price growth. And, one way or another, investment in concrete is now one of the most stable and confident investments. Mortgages will be partially subsidized by developers, as they remain at a psychologically mid-comfortable level for consumers. When [the Central Bank«s base rate] exceeds about 7%, we can talk about some more mass sales,» predicts Yelizaveta Lyga, head of the analytical department at «Brusnika.»

The average cost per square meter in new buildings in Tyumen today is 155,200 rubles (approximately $1,700 at current rates), with the maximum reaching a record half a million rubles (around $5,600).
