2025 Housing Results for St. Petersburg and Leningrad Region

St. Petersburg ended 2025 with maintained housing commissioning volumes, while the Leningrad Region set a new record. Details of the statistics and plans for the next year.

In 2025, St. Petersburg commissioned 2.7 million square meters of housing, which roughly corresponds to the previous year«s figures. Of this volume, only 200,000 sq m were for individual housing construction (IHC), while the remaining 2.5 million sq m were multi-apartment buildings. A total of 205 buildings were delivered, equivalent to nearly 60,000 new apartments.

Several districts made the largest contributions to St. Petersburg«s housing construction. The leaders were:

  • Pushkinsky District — 454,800 sq m;
  • Primorsky District — 318,200 sq m;
  • Krasnogvardeysky District — 291,600 sq m.

Meanwhile, in the Petrogradsky and Kronstadt districts, no new housing stock was commissioned last year.

In contrast, the Leningrad Region set a new record by commissioning 4.2 million sq m of housing. The commissioning plan was exceeded by 120.6%, and growth compared to 2024 was about 4%. The structure of commissioning differs significantly from St. Petersburg«s: 3.1 million sq m (almost 74%) are individual houses, and only 1.12 million sq m are multi-apartment housing.

The main volumes in the Leningrad Region were provided by Vsevolozhsky District (1.7 million sq m) and Lomonosovsky District (712,100 sq m), where multi-apartment building construction is concentrated. Significant figures were also seen in Gatchinsky Municipal District (403,800 sq m) and Vyborgsky District (387,300 sq m).

Yevgeny Baranovsky, Vice Governor of the Leningrad Region for Construction Complex and Housing and Communal Services, noted: «4.2 million sq m is not just a high figure, but confirmation that the construction complex is working steadily and predictably. We maintained pace in difficult conditions and did not fall into imbalances: both individual construction and multi-apartment projects are growing.»

Developer Updates

Among developers, the leader in housing delivery in the St. Petersburg agglomeration was the holding Setl Group. The company commissioned 427,000 sq m of residential space, of which 385,000 sq m were in St. Petersburg. Projects such as the Senate Residential Complex, Prime Primorsky Residential Complex, and several phases in other residential complexes were completed.

The KVS Group of Companies commissioned about 300,000 sq m of real estate. «More than 8,000 people became happy new residents in the company»s projects,« said Angelika Alshaeva, Commercial Director of KVS Group. »All planned indicators were met, with the volume of housing commissioning exceeding the 2024 level.«

Leader Group focused its activities in the south of St. Petersburg, commissioning over 108,000 sq m of housing as part of the AEROSITY project. In addition to residential square meters, the company built two outpatient clinics and a kindergarten.

EDINO Group fulfilled its plan by delivering new phases of the Tishin Residential Complex and the LesArt Residential Complex. «We fully met our obligations and maintained the commissioning volume at a level comparable to 2024,» noted Maxim Zhabin, Development Director of EDINO Group.

The RSTI holding commissioned several residential complexes with a total area of 181,100 sq m. However, the residential area of the commissioned objects was 17.4% less than in the record year 2024. The company also delivered a number of social facilities, including a school and a children«s center.

A101 Group entered the Leningrad Region market for the first time, commissioning about 70,000 sq m of housing in the A101 Vsevolozhsk and A101 Lagolovo projects. «This commissioning is significant as it marked the company»s entry into the St. Petersburg agglomeration market,« clarified Maria Orlova, Commercial Director of A101 Group in St. Petersburg.

Forecast for the Year

For 2026, the Russian Ministry of Construction has set a plan for St. Petersburg to commission about 2.6 million sq m of housing, and for the Leningrad Region — 3.55 million sq m. It is expected that the figures will remain at last year«s level.

The market is seeing a trend towards a decrease in the area of new buildings being commissioned. «Against the backdrop of reduced preferential mortgages and high interest rates, developers are cutting back on launching new projects, which in the long term affects the number of square meters built,» explained Valentina Kalinina, General Director of the RSTI holding.

Developers presented their forecasts:

  • Setl Group plans to commission about 400,000 sq m of housing in St. Petersburg.
  • KVS intends to deliver approximately 350,000 sq m of real estate, including new business-class quarters.
  • Leader Group expects to commission over 150,000 sq m, including a service apart-hotel.

Many companies note that in conditions of high mortgage costs and declining demand, they will cautiously approach launching new projects, focusing on manageability and fulfilling current obligations.
