20-Story Tower to Rise on Site of Stalled Tyumen Construction

Next to Tyumen«s TsUM department store, a 20-story building will appear, including a hotel, congress hall, and panoramic restaurant. The concept is being developed by the Italian architectural bureau R+S in collaboration with Architect Tabanakov»s Studio.

The head of the studio, Andrei Tabanakov, said the existing frame of the unfinished structure will be completely dismantled. «What has been built so far will be demolished down to the foundation slab, as the existing frame cannot be adapted to five-star hotel standards,» he stated.

The project«s history began in 2006 with a plan for a 25-story building. However, disagreements between the client and city administration prevented construction from starting. In 2019, the floor count was reduced, but a lack of funding halted implementation.

Andrei Tabanakov clarified that changes in local regulations allowed a return to the high-rise dominant idea. «Now local design standards for non-residential objects have changed, making it possible to create a 20-story dominant in central Tyumen. The object will be visible from afar,» the architect explained.

Tabanakov«s Studio has decades of experience on this site, having overseen the reconstruction of TsUM itself for twenty years.

The project chronology includes several key stages:
- 2006 — the initial idea emerged and the project was developed.
- 2018 — public hearings discussed increasing the floor count from 3 to 25.
- 2020 — partial disassembly of the annex.
- 2021 — work resumed with a plan to complete in three years.
- 2024 — construction was frozen.
- 2025 — change of owner and decision to demolish the stalled project for a new complex.

After numerous changes, a modern multifunctional complex is planned for central Tyumen, set to open in two years.
