Lawmakers expand volunteer roles in preserving historical memory

The legislative assembly of Krasnodar Krai has amended a law to allow volunteers to participate in events commemorating victims of genocide during World War II.

Today, at the 74th regular session of the Legislative Assembly of Krasnodar Krai (ZSK), lawmakers from Krasnodar Krai made amendments to Article 2 of the law «On Charitable Activities and Volunteering in Krasnodar Krai».

The initiative of the ZSK committee on physical culture, sports, youth affairs, and interaction with public associations was presented to colleagues by its chairman Sergey Nosov. According to the deputy, the draft regulatory legal act under consideration was developed to bring it into line with the federal law of December 28, 2025 «On Amending Certain Legislative Acts of the Russian Federation». Thus, it is proposed to supplement the list of goals of charitable and volunteer activities with participation in events to perpetuate the memory of victims of the genocide of the Soviet people during the Great Patriotic War of 1941–1945.

Commenting on the issue under consideration, the chairman of ZSK reminded that during the years of the Great Patriotic War, Krasnodar Krai was among the territories where the machine of fascist terror against the civilian population operated at full force, and the atrocities committed by the Nazis in Kuban are featured in the materials of the famous Nuremberg Trials.

According to Yuri Burlachko, special attention is paid in the region to perpetuating the memory of fellow countrymen who became victims of the inhumane racial policy of Hitler«s state: corresponding memorials are installed in almost every municipality. An important tool in preserving this memory and passing it on to subsequent generations, in the opinion of the head of the Kuban parliament, is the volunteer movement.

— The association of volunteers in Krasnodar Krai is one of the most active and numerous in our country. They make a serious contribution to the patriotic education of youth, strengthen their civic position, and through various thematic actions, give young men and women the opportunity to learn more about our historical past, including its most tragic pages. By including in the activities of volunteers participation in events to perpetuate the memory of victims of the genocide of the Soviet people during the Great Patriotic War, the federal legislator has significantly expanded their opportunities in preserving the memory of this event. The corresponding amendments to the specialized regional law will be a good support for our volunteers in their socially significant work, — summarized Yuri Burlachko.
