Omsk City Hall Tried to Evade Fine for Dog Attack on Child
A six-year-old boy was attacked by a pack of stray dogs in central Omsk, leading to a court order for the city administration to pay compensation.

The Omsk administration must pay 25,000 rubles (approximately $280 at current rates) to a boy bitten by stray dogs. The incident occurred in June of last year. According to the press service of the Regional Court, near the Vrubel Museum in Dzerzhinsky Square, a pack of stray dogs bit a six-year-old boy. The child required emergency medical assistance. The boy suffered wounds to his buttocks.
A representative of the Omsk Administration did not admit the claim in court, insisting that the city hall is not the proper defendant in this case. However, the court, after studying the case materials, came to the opposite conclusion.
According to the law, it is the municipality that is obligated to handle the capture of unsupervised animals, emphasized the press service. The judges concluded that the attack occurred due to the city«s failure to fulfill these duties, so the administration must compensate for the harm caused. The decision has entered into legal force.
In December of last year, a court ordered to pay 20,000 rubles (about $220 at current rates) to a teenager who was also bitten by stray dogs.
